Duties and Responsibilities

Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UNEP’s Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices. A particular focus of the Resources and Markets Branch is UNEP’s work is related to Green Economy.

The Partnership for Action on Green Economy (PAGE) brings together expertise and guidance of five UN agencies (ILO, UNIDO, UNITAR, UNDP and UNEP) and eight funding partner countries to assist eighteen countries in their sustainable development. UNEP is providing secretariat services to this multi-year interagency programme. PAGE is currently supporting Mongolia, Peru, Senegal, Burkina Faso, Mauritius, Ghana, South Africa, Brazil, China, Kyrgyz Republic, Barbados, Guyana, Uruguay, India, Indonesia, Guatemala, Argentina and Kazakhstan in addition to a portfolio of global activities, including training programmes, knowledge sharing, and outreach and communication.

PAGE’s assistance spans the three economic, environmental and social pillars of sustainability to support the countries’ achievement of Sustainable Development Goals and the climate agenda. Specifically, PAGE seeks to put sustainability at the heart of economic policies and practices to transform brown economies into inclusive green economies. Purpose

The objective of this consultancy is to support the sustained economic transition of PAGE countries, particularly through alignment of economic policies to development and climate agendas. This consultancy will support the achievement of PAGE/European Commission project through overall support of PAGE Outcomes 1, 2, 3 and 4, and through cross-cutting support in the monitoring, reporting and operational assistance as outlined under PAGE Secretariat responsibilities.

The Secretariat of the Partnership for Action on Green Economy does not possess this expertise in house and needs to seek for outside assistance.

Specific tasks and responsibilities per outputs


1. Compile results from work in PAGE partner countries and from PAGE global work streams. Conduct monthly survey and interviews with programme partners to monitor progress and identify achievements and challenges. Summarize results into different formats (inputs to newsletter, monthly updates, on-line stories and targeted inputs to outreach and technical meetings). Draft and copy edit the 2019 PAGE annual reports building on prior year versions, and compiling inputs from programme partners (including online and detailed technical version and updates to monitoring framework). Identify and follow up on options for publishing the annual report online and track progress to completion.

2. Support delivery of the comprehensive PAGE workplan for 2019-2020 and monitor progress in delivery of its different global and country level components with inputs from different PAGE partners. Prepare and communicate the PAGE offer and standard templates as input to country work planning processes. Contribute to the development of a results-based framework for the PAGE future programme with inputs to its PAGE 2030 Strategy.

3. Coordinate preparations and provide substantive inputs for the meetings of PAGE Management Board, Technical Team and Steering Committee. Identify dates and necessary background documents, facilitate logistical preparations, prepare inputs, summarize results, and prepare follow-up documents and track progress of action items.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s) in environmental economics, international development, public policy, public administration, economics or a related field.
Experience: More than 3 years of work experience in programme management, monitoring and reporting progress on multiple country projects, preferably in UN or international organization context.
Language: Proven communication and writing skills in English. French or Spanish considered and advantage. Applicants selected for further consideration may be invited to submit writing samples and/or take written assessments.
