Org. Setting and Reporting

This position is located in the Transport Unit of the Life Support and Transport Section, Strategic Sourcing Service, Logistics Division, Office of Supply Chain Management, Department of Operational Support.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Under the overall supervision of Chief of Section, the incumbent reports to the Chief of Transport Unit.

Responsibilities

Within delegated authority, the incumbent is responsible for the following duties:

1. Provides expert advice on all global fleet management, and road safety matters to the United Nations Headquarters (UNHQ) and field missions.
a.Acts as Department of Operational Support (DOS) focal point for all safety matters related to ground transportation, including road transport safety and vehicle workshop safety.
b.Supports the development and implementation of the Field Missions Logistics System by analyzing field safety support requirements in the Transport Safety Area.
c.Develops and implements industry standard techniques of vehicle fleet management to suit the peacekeeping environment.
d.Collects, analyzes, interprets and disseminates data from mission reports regarding fleet management, vehicle accidents and work place accident information and use same to target training as required.
e.Alerts UNHQ and missions of any safety related problems and advise on the proper actions to eliminate them.

2.Provides assistance to missions to promote global fleet management and transport safety:
a.Assists in the development of Mission safe driving campaigns, safety awareness programs, publicity, educations and dissemination of information at HQ and the field Missions.
b.Conducts research and analyze safety trends, legal and legislative requirements and work with missions to develop safety benchmarks
c.Assists missions in developing strategies for the improvements of safety performance levels.
d.Assists missions in the implementation of fleet management and safety and thereby related training programs in field missions.
e.Supports the development of training for the maintenance of operator standards for both the UN owned and Contingent owned equipment.

3. Manages, supports, monitors and establishes policy in respect to safe maintenance and operation of the DOS fleet and associated equipment.
a.Assists with the material transformation of all transport product IDs including spare parts and their re-codification according to UNSPC.
b.Harmonizes the description of all transport equipment in UMOJA
c.Provides logistic support in the implementation of SAP Transportation Maintenance
d.Reviews existing surface transport policies in the light of safety requirements.
e.Collaborates with other Transport Officers both in HQ and the field missions and also relevant stakeholders such as Department of Safety and Security (DSS) to develop standards and strategies for the enhancement of road safety in missions.
f.Assists in the preparation of technical specifications and statement of requirements for the provision of Transport equipment and services such as armored and mine-protected vehicles.
g.Coordinates the identifications and certifications of field mission dangerous Goods Safety Advisors; follows up and tracks all safety policies and strategies to ensure compliance by all concerned.
h.Responds to and advises the HCC on queries regarding the technical and operational aspects of submissions.

4. Liaises with commercial insurers and United Nation insurance specialists to ensure that coverage is adequate.

5. May provide guidance to or supervise new/junior staff.

6. May perform other related work as required.

Competencies

PROFESSIONALISM: Knowledge of regulations and requirements designed for road transport safety and vehicle workshop safety. Knowledge of practices and procedures regarding global fleet management. Knowledge of practices and procedures of large volume transportation operations in the field. Ability to prepare technical specifications and statement of requirements and conduct evaluations for the provision of fleet, safety related equipment and services, including armored and mine-protected vehicles. Ability to conduct research, evaluate and integrate information from a variety of sources, in order to assess impact on transport operations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master's degree or equivalent degree) engineering, business administration, accounting, supply chain or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five years of progressively responsible experience in fleet management and safety from government, international organization or large private transport operations or related area is required.
• Experience in surface transport operations is required.
• Experience in Enterprise Resource Planning (ERP) such as SAP is required.
• Experience in data conversion for supply chain data is desirable
• Experience in procurement is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

• This position is temporarily available as soon as possible though 01 December 2019.
• This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
•Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
