Cadre organisationnel

The position is located within the Collection, Analysis and Sharing Section (CASS) of the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM). The incumbent will support in the preparation of IIIM work products for electronic storage, access and retrieval, including document scanning and conversion, review of content and extraction of key data and text excerpts for registering, categorization and indexing purposes and will be under the direct supervision of the Senior Legal Officer (Collections and Analysis) in Geneva.

Responsabilités

Within delegated authority, the incumbent will be responsible for the following duties:

1) Assists in the planning, organization and conduct of investigations concerning alleged violations of international criminal law;
2) Conducts investigative support activities to the team to ensure evidence initially available is preserved for future analysis and investigation. Maintains and updates internal IIIM databases;
3) Assists in investigation to identify information, find facts and establish evidence. Searches for, gathers and analyses information, including in electronic and digital format, and assists in determining credibility and reliability;
4) Assists with the preparation of analytical reports, related analytical products and documentation including statistical or investigative findings. Coordinates meetings to review investigations and related subjects;
5) Supports investigative, analytical and case file building activities, and contributes to the evidentiary strategies for case file building, integrating an effective approach to address gender based crimes;
6) Performs other duties as required.

Compétences

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to administrative and criminal investigations; good research, analytical and problem-solving skills; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities; good management skills. Strong drafting skills required, especially with respect to the preparation of complex reports of investigation. Comprehensive knowledge of United Nations policies, procedures and operations is desirable including good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Proven ability to gather evidence and interview subjects and witnesses; proficiency in software applications used in administrative investigations is desirable. Shows pride in work and in achievements; demonstrates professional competence and mastery in the area of investigations; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Formation

High school diploma or equivalent. Formal qualifications and/or certifications in investigations, analysis or related area obtained through service with military, police, other governmental or intergovernmental agencies and organizations or private enterprise investigative firms are an advantage.

Expérience professionnelle

A minimum of seven (7) years progressively responsible experience in investigative analysis in police, military, other governmental, non-governmental, private organizations or private enterprises is required.
Experience in investigative analysis work in relation to the Middle East and in particular the conflict in Syria is desirable.
Experience with a United Nations common system is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. French is desirable. Arabic is desirable.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
