Org. Setting and Reporting

This temporary position is located in the Radio and Television Section of the United Nations Office Information Service at Geneva. The Multimedia Producer reports to the Chief of Radio and Television Section of the United Nations Information Service, as well as to the Chief of the United Nations Webcast Unit, Television Section of the News & Content Branch, News and Media Division of the Department of Global Communications at New York. The position concerns the live and on-demand video coverage of the public meetings and other events of the United Nations Human Rights Treaty Bodies both at the United Nations Headquarters and at the United Nations Office of the High Commissioner for Human Rights (OHCHR) in Geneva.

Responsibilities

Under the supervision of the Chief of the Radio and Television Section, Information Service,the incumbent will be responsible for the following duties:
Oversees the scheduling, production and distribution (through the UN Web TV) of daily live and on-demand Webcast coverage of the UN Human Rights Treaty Bodies public meetings and other events at UN Office at Geneva.
Coordinates post-production and editing of video products in Media Asset Management Systems (MAMS) and Adobe Premiere and the publishing/uploading of videos to the UN Web TV website, UN Channel on Youtube and to relevant Social Media Accounts.
Liaises with clients and event organizers (especially with OHCHR Human Rights Treaties Division, and other UN Departments, Offices and Agencies, Permanent Missions, etc.) to plan and produce the live and on-demand webcast coverage of the UN Human Rights Treaty Bodies public meetings and events.
Produces creative video clips and infographics for news and promotional campaigns when necessary.
Prepares statistical reports on global audience and usage.
Trains new staff, consultants and interns in the use of webcast production software, including the UN Web TV video cloud platform and the MAMS video system.
Manages the technical development of the UN Web TV website, including a Web video platform and Content Management System, the integration of UN Web TV website with the MAMS, mobile apps and other external systems.
Is responsible for managing compatibility between video and metadata management systems.Oversees the configuration and set up of Webcast encoders for live streaming in multiple formats, including HLS for mobile devices.
Performs other duties as assigned.

Competencies

PROFESSIONALISM: Knowledge of Streaming Media technology; Knowledge of webcast coverage of large scale events in multiple languages, including experience in live scheduling, pre-production and post- production webcast work. Knowledge on the use and operation of Media Asset Management Systems (MAMS); Ability to edit videos; Ability to analyse and address issues and problems; Ability to apply technical expertise to resolve issues, particularly with webcast encoders. Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Advanced university degree (Master's degree or equivalent degree) in communication, broadcast jurnalism, information systems, computer science or related field is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in communications, broadcast engineering, multimedia production, computer science, information systems or related area is required.
Experience with Content Management Systems is required.
Experience with streaming video technology and video editing is required.
Experience with media asset management systems is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for one month, with an estimated start date on 1 December 2019. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The duration of the appointment is subject to the availability of funds.
• Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
• Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.
• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
