Org. Setting and Reporting

This post is found in the Office of the High Commissioner for Human Rights (OHCHR) and is based in Bamako, Mali. It is located within the Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA). The incumbent will work under the overall supervision of the Senior Human Rights Officer leading the implementation at the field level of the G5 Sahel Compliance Framework Project and will report to the P4 Programme Management Officer.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

•Coordination:

Facilitate information exchange and the promotion of data and information standards; engage with counterparts to ensure that information activities are coordinated and consistent with international standards and practices; provide training and expertise on the use and development of information management tools and platforms to OHCHR staff and human rights partners; advocate for the use of data standards and common platforms, and for the open exchange of information when appropriate.

• Data Management

Coordinate and ensure the quality and integrity of high-value human rights data through the design, development and implementation of standardized information management systems—databases, spreadsheets, data analysis tools, file storage systems and other data management tools in support of human rights monitoring in line with the needs, objectives and methodologies of the G5 Sahel Human Rights Compliance Framework Project prioritizing accuracy, consistency, comparability of data while ensuring the protection of victim and witness data, and adhering to a program of documentation of information for accountability purposes.

•Data Analysis

Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques, geographic information systems (GIS) tools, and data visualisation best practices; participate in the development and revision of data standards and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new indicators, together with its accompanying data,; understand, document and ensure the quality of high-value human rights data for accuracy, consistency and comparability. Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications etc.

• Geographic Information System (GIS) & Mapping

Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

• Visualization

Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

• Performs other related duties, as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in information management, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area.
Experience managing information for disaster response or complex emergencies, or human rights.
Experience with database tools, GIS and design software.
Experience with programming and data querying languages such as R, Python and SQL desirable for scripting statistical data.
Experience providing information management related services within the UN Common System or other comparable international organization.
Experience providing information managing services for field missions (deployments to emergencies, peace keeping operations or sudden onsets).

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for six (6) months with possibility of extension.

•If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
