This position is located in the Participation Unit in the Operations Support Section, within the Operations Service of the Fund Secretariat/ United Nations Joint Staff Pension Fund.
The Participation Unit administers the participation process as it relates to data exchanges between the Fund and its member organizations, including HR interfaces, data quality assurance, interaction with the employing offices on missing separation documentation, management and follow-up of the non-actionable and HR data feed workflows and ownership of the whole participation process from enrollment to separation. The incumbent reports to the Chief of the Operations Support Section.
Under the general supervision of the Chief of Section, the incumbent performs inter alia, the following main duties:
1.Manages the work of the unit by:
(a) Planning the programme of work of the Unit in line with the overall strategy of the Fund secretariat which includes:
Open (non-actionable) Entitlement Workflows:
• Management of the Open (non-actionable) Entitlement Workflows in the IPAS system arising from receipt of separation documentation from member organizations or participants.
• Liaises with Member Organizations on missing separation documentation and prepares summaries of corrective actions to be taken by PES NY and Geneva.
• Analyzes and reconciles workflow data identifying systemic issues and solutions.
Data Interfaces:
• Monitoring and development/enhancement of data Interfaces with Member Organizations which includes automation of the information exchange between the Fund and the Member Organizations and updating of workflow status in IPAS
• Analyzing and suggesting specific enhancements to the current HR interfaces such as validation of data and automatic voiding of redundant workflows.
Data Quality Assurance¿
• Reviewing Participant data in IPAS and undertaking the reconciliation and clean-up of discrepancies.
• Developing, communicating and implementing a means of closing workflows after last step (including possibility of automation)
• Providing expert guidance and training on the submission of separation documentation including implementing existing E-Forms (Smart forms)
Member Organisation Staff instruction:
• Identifying, reviewing and assisting with resolving common data issues
• Developing and maintaining a set of instructions and procedures on UNJSPF requirements for submission of separations documents, for use by the MOs
Implementation of End to End review recommendations¿
• Recommending specific actions needed in the reports of the PWC Consultants on the End to End review for the several organizations covered
(b) Organizing the work in accordance with the best management practices, with emphasis in the delivery of quality client-oriented services in the most efficient and timely way;
(c) Overseeing the work of the staff, planning/discussing work plans to evaluate their performance
2. Undertakes analysis and prepares statistical and other reports which entails:
• Monitoring and suggesting improvement to existing workflow/Member Organizations reports
• Developing new reports for Member organizations with analyses on actions and status for Operations staff and Senior management as needed, using the IPAS BI system
• Reporting accurately and timely to the Chief of Section and/or Senior Management, when requested
3. Performs administrative functions and other special assignments at the request of the Chief of Section and/or Senior Management, including liaising with chiefs of other sections and units on work-flow, timetables, new developments, new projects, etc.
Professionalism: Knowledge of the United Nations Joint Staff Pension Fund of that of a similar international organization’s Regulations, Rules and Pension Adjustment system. Demonstrated knowledge and understanding of pension and staff benefits administration, especially with regard to processing benefit entitlements. Proven analytical skills. Ability to produce reports and papers on technical issues related to pension / staff administration and entitlements. Ability to review and edit the work of others. Advanced university degree (Master's degree or equivalent degree) in business administration or public administration, finance, management or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in the area of employee benefit administration, finance or human resources or related area is required.
Experience as a manager or in the supervision of staff is required.
At least three years experience at the international level is required
At least three years of experience in employee benefit administration is desirable.
Experience within a post-employment benefit scheme is desirable.
Experience within the UN common system is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
