Org. Setting and Reporting

This position is located in the Occupational Safety Unit of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The incumbent will be based in Bangui and report to the Chief of Operations and Resource Management (CORM).

Responsibilities

The Occupational Safety Officer at this level provides technical support and guidance to managers and staff in the area of specialization, promoting safety culture by contributing to the development and implementation of standards, regulations, guidance, SOPs, training courses and briefing sessions.

Within delegated authority, the incumbent will be responsible for the following duties:

1. Organizes and coordinates safety risk management programme operations of all Occupational Safety risk management personnel at the duty station; advises the OSH coordination cell to ensure that all OSH personnel working for different UN and affiliated organizations at the duty station are working together to further inter-agency safety and health risk management coordination.
2. Provides technical advice and consultative support to the country-specific hazard and risk assessment process; Collects, interprets and analyzes hazard and risk information, as it pertains to the safety and health of UN system staff and operations.
3. Contributes to the development and implementation of the Minimum Occupational Safety Standards to promote a safety culture, supports for safety and health requirements, standards and procedures; supports adherence to safety and health policies and procedures including prepares draft of, maintains, updates country-specific safety and health contingency plans.
4. Maintains liaison with specialized agencies, Programmes and Funds, international organizations, relevant host government agencies as well as embassies and NGOs as required; establishes good contacts with national OSH related agencies with a view to obtaining best possible safety and health protection for staff members.
5. Acts as main adviser to DMS through CORM, and OSH Committee on safety and health developments in a timely manner to keep them regularly updated and coordinates the required reporting to the DPO OSH Programme; Identifies, and monitors trends of safety and health incidents involving death, significant injury and/or considerable damage or material loss.
6. Contributes to development and conducts as needed in-country safety programmes to ensure that UN personnel receive local safety training as required; manages safety related tasks or functions as assigned by the supervisor and the DPO OSH programme manager and performs other OSH related assignments as required.
7. Carries out other duties as assigned.

Education

Advanced university degree (Master's Degree or equivalent) in Safety, Security Risk management, Engineering or directly related field is required. A first level University degree to include graduates of Police/Military War Colleges and equivalent training academies with a relevant combination of academic OSH related qualifications with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional international/national formal certification/education specifically in Occupational Safety risk management from a University or a Professional Institution is required.

Work Experience

A minimum of five (5) years with an advance university degree (Master's Degree or equivalent) or seven (7) years with a first-level university degree of relevant professional experience in Occupational Safety, Security, Risk Management or Engineering is required.
Experience managing Occupational Safety programme, crisis, risk and emergency situations is required.
Experience managing Occupational Safety Risk programme to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the Secretariat. For the position advertised Fluency in oral and written English is required; Working knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
