Org. Setting and Reporting

This position is located in the Engineering Section of the United Nations Mission in the Republic of South Sudan (UNMISS) in Juba. Juba is classified in the "E" category and as a non-family duty station. The Engineer P-4 reports to Chief Engineer and is responsible for leading the Engineering Support Unit.

Responsibilities

Under the overall supervision of the Chief, Engineering Section, the Engineer P4 is responsible for leading the Engineering Support Unit which in turn supports the section in implementing large and difficult engineering projects, applying a full range of engineering theories and techniques in the design, construction, maintenance, repair and liquidation of major structures and facilities, and related engineering activities required for peace-keeping field missions. These duties are not all inclusive nor are all duties carried out by all Engineers and may differ depending on the requirements of the mission.

Within delegated authority, the Engineer at this level will apply professional engineering knowledge and expertise in performing the following duties:

1.Administration

• Head Engineering Support Unit supports with resources for development of short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of DPKO mission facilities and infrastructure, taking into consideration that DPKO missions are typically established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure. Mission facilities typically include modularized camps for troops and civilian staff, logistics bases and airbases with all required utility infrastructure for electrical, mechanical and plumbing systems and security works. Design, construction and maintenance of road infrastructure, for the movement of personnel and goods amongst the mission facilities, are also commonly performed.
• Prepare reports and other associated engineering-related information, for progress reporting, and special reports for quality, cost or schedule variances.
• Draft responses to both internal and external audit observations on engineering tasks and activities in the mission.
• Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management;

2.Planning

• Carry out development of annual engineering budgets, acquisitions, demand plans and associated work schedules, based on engineering resource planning, taking into account all required engineering materials, personnel and equipment needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work plans.
• Monitor actual costs and schedule performance against the approved budget and baseline schedules.
• Provide the Chief Engineer with updated data, analytics and advice on the optimal management of assets, financial and human resources allocated to the section to support client services
• Carry out work related to contract management, procurement, billing and receipt of income from various services, operational travel programme, contract monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment.

3.Implementation

• Provide expert technical advice and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices. Recommend solutions to unusual engineering, contract management and budgetary problems.
• Provide expert advise on administrative, budgetary, contract management and overall policies, procedures and guidelines pertinent to the mission's engineering activities
• Performs/coordinates duties related to asset and material management including daily notifications in UMOJA for issuance of inventory in close coordination with the Central/Integrated Warehouses;
• If applicable, fully support with limited staffing initiatives during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively
• Performs other related duties as assigned by the Chief of the Engineering Section.

Education

Advanced university degree (Master's degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Project /Programme Management methodology by an accredited body (ie. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in engineering projects, including at least two years at the international level.
Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards is essential.
Experience managing performance-based service contracts, managing high dollar value complex contracts is desirable.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs - or similar international organization or non-governmental organization)- in a conflict or post conflict setting is desirable.
Experience in reviewing and revising project documents, analyzing design specifications included in project proposals and preparing relevant reports is also desirable.
Hands-on experience with UN administrative/financial policies and practices is desirable.
Experience with SAP ECC (ERP Central Component), and SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
