Cadre organisationnel

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Implementation Support Division, (ISD). Under the overall supervision of the Officer-in-Charge of the Secretariat and the Principal Programme Management Officer of the Capacity Building and Knowledge Management Unit (CBKM) and the direct supervision of the Senior Programme Management Officer of the Unit, the incumbent will perform the following duties:


A. Coordinates the development and implementation of the Bio-Bridge Initiative (BBI) and its Action Plan, to support and enhance technical and scientific cooperation under the Convention: a) Leads the implementation of the Action Plan and operations of BBI. b) Provides helpdesk services to match Parties and Indigenous Peoples and Local Communities (IPLCs) that have technical and scientific needs with potential providers of technical assistance. c) Oversees further development and maintenance of the Bio-Bridge tools, including the web platform, to facilitate matchmaking and access to relevant information and resources. d) Undertakes communication and outreach activities, including developing featured stories showcasing successful technical and scientific cooperation and matchmaking functions under the Clearinghouse Mechanism. e) Monitors and reports results achieved through BBI to the relevant CBD bodies, including the Subsidiary Body on Implementation (SBI) and the Conference of the Parties (COP). f) Maintains collaboration other relevant initiatives to promote synergies and complementarity and minimize overlap. B. Incubates and facilitates partnerships among Parties and relevant regional and global organizations, including the scientific community, on different thematic issues: a) Identifies and maintains a database of potential providers of technical assistance and communicates information about the expertise and other technical support they can offer to Parties requesting assistance. b) Facilitates cooperation and partnerships among Parties and organizations on common activities, and mobilizes complementary technical and financial resources as appropriate. c) Maintains communication, outreach and information-sharing with Parties and partners. d) Provides advisory, match-making and other support to facilitate cooperation among Parties and partners, as appropriate. C. Facilitates further development and strengthens the network of technical assistance providers and of the Consortium of Scientific Partners on Biodiversity: a) Facilitates and supports the planning and organization of activities of the network of technical assistance providers and the Consortium of Scientific Partners on Biodiversity. b) Plans and organizes round tables, knowledge fairs and exhibitions at major CBD events. c) Systematizes the sharing of biodiversity knowledge through case studies, replicable solutions and educational materials among partners and Parties. D. Identifies, formulates and manages technical and scientific cooperation projects in response requests for assistance from Parties: a) Assists Parties and IPLCs requesting assistance to articulate their technical and scientific cooperation needs. b) Facilitates or coordinates the elaboration of project proposals by partners to address the Parties’ specific requests for assistance. E. Supports the development of technical and scientific capacity in developing countries’ institutions through promoting South-South, North-South and triangular cooperation: a) Engages existing networks and scientific partners, such as Consortium of Scientific Partners (CSP), to provide scientific and technical support to build the capacities developing countries. b) Designs and implements capacity-building activities, including regional trainings and networking events, to support developing countries to engage effectively in cooperation. F. Promotes and facilitates technology development and transfer and innovations to support the conservation and sustainable use of biodiversity: a) Organizes biodiversity technology and innovation fairs and expositions. b) Maintains a database of biodiversity-related technologies and innovations. c) Bridges the science-policy interface by organizing science forums and identifies and recommends innovative research and knowledge relevant to CBD policy makers. G. Mobilizes funding and technical assistance from donor countries, multilateral institutions, the private sector and other stakeholders for the implementation of Article 18 and other related articles of the Convention. H. Liaises with the Government of the Republic of Korea and other donors and provides them with information and progress reports, as required and leverages opportunities for cooperation. I. Undertakes any other relevant tasks as required.

Advanced university degree (Master’s degree or equivalent) in natural resource management, biological sciences, environmental law and policy, sustainable development or a related field is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in international cooperation on biodiversity, environment and/or development with strong focus on technical and scientific cooperation, technology transfer, capacity building, partnership development, match-making, (including through web-based platforms) and resource mobilization at regional and international levels is required.
Knowledge and experience of working on biodiversity and sustainable development with UN agencies, the SCBD and its Parties, and with centers of expertise and biodiversity-related networks in developing countries and involving South-South, North-South and triangular cooperation is an advantage.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is an asset.
