Cadre organisationnel

The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance; including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.
This position is located in the Security Section, United Nations Integrated Office in Haiti (BINUH). Within the delegated authority the Security Officer at FS-4 level will report to the Chief Security Officer (CSO) on all security operational and administrative aspect of BINUH and act as the Deputy in absence of the CSO.

Responsabilités

Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties (these duties are generic and may vary depending in of the Unit or Team the Security Officer is assigned:

• Assists the Chief Security Officer in the office management procedures and/or supervise a Security Unit, as needed;
• Assists to monitor, conduct and coordination of security operations and planning activities.
• Be responsible for the overall management of the 24/7 UN Operations Centre and coordinate a 24-hour Emergency Response System; Develop necessary plan to support the UN emergency preparedness and disaster response management activities.
• Assists in timely development and review of Security Plans and components including contingency and crisis response plans, SOP’s, emergency communications, warden systems, and staff lists, as per requirements of UNSMS security policies and procedures; Contributes to the development, review, and implementation of Country Security Risk Management (SRM) and Residential Security Measures (RSM) ;
• Maintain updated staff lists, including details of visiting missions and consultants;
• Maintain operational warden systems for both international and national staff; Assists in the management of Fire prevention and fighting system of the UN premises.
• Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
• Identifies the training needs of security and mission’s staff;
• Investigates security-related incidents involving UN personnel, project personnel or eligible dependants;
• Conducts routine physical security inspections of facilities;
• Provides advice and training to UN personnel on security matters, as assigned;
• Contributes to the planning process of protective services for Senior UN Officials, as necessary;
• Assists in the security recruitment, budget preparation and overall administration management of the Security Section.
• Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
• Ensure that an efficient filing, storage, retrieval and secure system for documents is maintained electronically and with a manual backup;
• Performs other duties as required.

Formation

High school diploma or equivalent technical or vocational certificate. UN DSS certification in any of the following is an asset: Security Certification Program, Security Analysis Practice and Process, Close Protection Officers Course.

Expérience professionnelle

A minimum of six years with a high school diploma and progressively responsible experience
in the military, police or security management is required; of which a minimum of two years'
experience in security operations centres or similar within a military, police or security
organization is required. And at least one-year experience and exposure at the international
level and in a conflict or post conflict environment is required.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) and knowledge in French is required.

Notice spéciale

This job opening is being advertised for one year and for advance planning purposes pending formal approval of the relevant funding and staffing structures. An appointment may be terminated or post level adjusted in accordance with the Staff Regulations and Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example, in the event that the funding for the post is not approved or the mandate of the mission is not extended.

The selected candidate is expected to commence work 16 October 2019.
