Org. Setting and Reporting

This position is located in the Asia-Pacific Division (APD) of the Department of Political Affairs and Peacebuilding Affairs and Peace Operations (DPPA-DPO) at Headquarters in New York. The incumbent reports to the Director of the Division and will serve as the South and Southeast Asia Team Leader.

Responsibilities

Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

• Formulates early-warning and policy options for conflict prevention, peacemaking and peace-building to the Secretary-General, DPPA-DPO Under-Secretaries-General,the Assistant-Secretary-General and other senior officials, based on thorough analysis of political developments in key countries in South and Southeast Asia; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long range solutions to political problems in South and Southeast Asia; identifies emerging issues pertaining to the mandates of the unit; analyses implications and makes recommendations on possible strategies and measures.
• Provide substantive political support for good offices, mediation and other political initiatives and activities that may be undertaken by the Secretary-General and his respresentatives.; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.
• Leads and/or participates in fact-finding missions, good offices missions and leads in the implementation of agreements reached.
• Designs programme and project proposals directly linked to the priorities of the Division and the Department and to facilitate their implementation.
• Plans, coordinates and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation. Oversee budgeting and performance requirements of the Team and to lead recruitment and selection processes.
• Prepares and reviews briefing notes, talking points and other major correspondence for the Secretary-General, Senior Advisers, Under-Secretary-General/Assistant Secretary-General.
• Coordinates and directs the provision of support to the Secretary-General, USG and ASG for their participation in high-level events, such as the ASEAN-UN summits.
• Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Manages, coordinates, organizes and supervises research on a variety of political issues in a region and or country or major conflict
• Represents division at round tables, seminars and conferences.
• Responds to/prepares responses to comments, statements, queries of parties and manages operations involving several components, including civilian, military and humanitarian operations.
• Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Division; coordinates and oversees work of colleagues and unit.
• Develops and maintains relations with relevant Permanent Missions, other UN offices, departments, agencies, funds and programmes. Also develop and manage partnership relations with regional and sub-regional organisations, especially ASEAN.
• Performs other related duties as required.

In-depth knowledge and understanding of a broad range of issues related to South and Southeast Asia an advantage. Education

Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
Experience in providing political support and guidance to UN or similar Organization in peacemaking, peacekeeping or good offices missions is required.
Experience in programme and project drafting and management of fund-raising is desirable.
Experience in mediation, bilateral or multilateral negotiations is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
