Result of Service

The consultant will contribute to the achievement of the following:

•Report outlining a mapping of initiatives and expertise in the UN system with relevance to marine litter and an analysis of the data, identifying possible gaps, areas of synergy and opportunities for further cooperation in the UN system;

•2-3 webinars;

•Inter-agency event during the UN Oceans Conference in Lisbon, June 2020.

Expected duration

The Consultant will be expected to deliver agreed-upon outputs and services within a period of 6 months starting January 2020 to June 2020 during which the consultant will work for 100 days.

Duties and Responsibilities

Emphasizing the importance of strengthened coordination and multi-stakeholder cooperation for achieving long-term elimination of plastic discharge into the oceans, the fourth session of the UN Environment Assembly in its resolution UNEP/EA.4/Res.6 invited the Environment Management Group (EMG) to engage in and contribute to the Ad Hoc Open-Ended Expert Group on Marine Litter and Microplastics by providing inter alia a mapping of all relevant United Nations agencies, programmes, initiatives and expertise with relevance to marine litter including plastic litter and microplastics.

In response to this call, the EMG Senior Officials decided to establish an interagency Task Team to expand UN system involvement and strengthen the coordination of UN-system support to Member States in addressing the global challenge posed by marine plastic debris and microplastics.

The EMG Secretariat seeks to engage a consultant who will support the implementation of the Task Team’s undertakings.
Under the supervision of the EMG Secretariat Head of Office, the consultant will undertake the following tasks:

•Carry out a mapping of initiatives and expertise in the UN system with relevance to marine litter including plastic litter and microplastics;

•Based on the data gathered, prepare an analysis identifying possible gaps, areas of synergy and opportunities for further cooperation in the UN system;

•Prepare and facilitate webinars with the purpose to enable information and knowledge exchange among EMG in the area of marine litter and microplastics;

•Assist with the outreach activities, including the organization of an interagency event(s) including during the UN Oceans Conference.

Qualifications/special skills

Skills: Professionalism:

The candidate should demonstrate the ability to conduct independent research and analysis, excellent communications skills, and competence in data analysis and knowledge sharing methodologies.
The candidate should have the ability to deliver outputs and work under pressure to meet the deadlines mentioned in this Terms of Reference.

Academic Qualifications:

An advanced university degree in the area of environmental/sustainability studies or related discipline. Considerable years of work experience may be accepted in lieu of the advanced university degree.

Experience:

Minimum 3 years of relevant work experience in international environmental governance and multi-stakeholder collaboration. In-depth knowledge of the marine litter challenge and the plastics value chain. Experience in preparing analytical reports, qualitative and quantitative research and organizing multi-stakeholder meetings, in particular in the context of the UN system, is an added advantage.

Language:

For the advertised post, fluency in oral and written English is an absolute requirement. Knowledge of French or any other UN language would be an additional advantage.
