Expected duration

6 months (Starting Jan 2020) with possibility of extension. Monthly salary to be negotiated based on the level of the consultant and mode of consultancy.

Duties and Responsibilities

This consultancy post is located in the Crisis Management branch, Policy and Programme Division in Geneva, Switzerland. The incumbent who will be reporting to the Administrative/Fund Management Officer will support the branch activities on finance, accounting and budgetary matters more specifically in the UN ERP – UMOJA.

Specifically, the incumbent shall be responsible for the following duties:

Supporting and providing advice to procedures and practices for expenditure control and financial reporting of regular budget and extra-budgetary funds;
Support Maintenance of proper accounting records and reports, including analysis of financial accounts to ensure that decision makers receive timely and accurate financial information, and coordinating the preparation of donor financial statements and ensuring the observance of reporting deadlines;
Verify accuracy of postings and process corrections as appropriate;
Analyze and monitor open item managed accounts (OIM) in the ERP system (Umoja), initiate and coordinate corrective action
Supporting the preparation of responses to external and internal auditors’ observations on matters relating to the Accounts of the branch
Analyzing complex financial issues and transactions in UMOJA and making appropriate recommendations to the concerned officials
Support officials in Issuance of appropriations/allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
Prepares budget performance submissions;
Reviews budget performance reports, analyzing variances between approved budgets and actual expenditures;
Review all requisitions generated by the Umoja system for goods and services to ensure correct objects of expenditure have been charged and confirm availability of funds;
Supports the Administrative Officer in implementing strong management reporting practices and business intelligence for effective and efficient budgetary and performance management;
Perform other related duties as required by Section.

Deliverables:
Financial clean up of open items in ERP(Umoja) to allow for financial reports generation
Financial clean up of open items in ERP(Umoja) to allow for closure of operationally closed projects
Verification of Error related postings
Reconciliation of transactions and expenditures vis-à-vis posting in Umoja for main IP – UNOPS
Responses to internal and external audit queries
Analyzing accounting entries across projects of the branch to support clearance of unliquidated obligations
Advise on allotments and sub-allotments including redeployment of funds

Qualifications/special skills

Academic Qualifications:
University degree in business administration, finance or related field. Supplemental courses/ training in finance, administration, project management, UMOJA budget and grants or related field is required.

Experience:
A minimum of six years of experience in finance, budget or related area is required.
Working experience of at least four (4) years with the Enterprise Resource Planning (ERP), more specifically in UMOJA is desirable.
Knowledge and experience with the processes of Financial Management is desirable.
Experience with complex data analysis and reconciliations would be highly desirable
Experience with integrated business processes, analytics and reporting is a desirable.
Working experience with business intelligence tools is an asset, data management and monitoring skills.

Language: Fluency in English is required. French is desired.
