Cadre organisationnel

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Established in April 2012, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) has a membership of over 130 Governments (see and seeks to respond to the needs of governments and other stakeholders to strengthen the science- policy interface on biodiversity and ecosystem services.

This post is located at the IPBES secretariat, provided by UNEP, at the Bonn duty station. Under the direct supervision of the Information Management Officer, the incumbent will be responsible for the following functions:


Supports the planning, design, acquisition, development, installation and maintenance of information systems used for the achievement of the Platform's objectives; supports the debugging, testing and re-designing of information systems; acquires and analyzes end users’ needs and problems and develops/ helps to acquire solutions to satisfy these needs; provides platform users with ongoing technical support. Participates in the design/ re-design, development, testing and implementation of the web-based structures. Support the planning and cordination of the Platform's main meeting, i.e. Plenary Sessions and Multidisciplinary Expert Panel and Bureau meetings.

i) Participate in the design/ re-design, development, testing and implementation of the web-based structures and activities of the platform by: a) Designs, develops, installs and maintains software programs and applications for the platform by including systems analysis, programming and operation support; b) Prepares user requirements and other technical specifications; c) Analyses modules within the system, develops enhancements and new features to existing systems; d) Analyses various informational problems in conjunction with personnel from other units and provides recommendations for implementing information technology solutions; e) Undertakes technical evaluation on the acquisition of information technology equipment and services; f) Prepares and maintains system and programme documentation and related technical/operational manuals; g) Develops and maintains Service Level Agreements (SLAs) between the users and the knowledge management team, for specific services or general support; h) Carries out the procurement exercises, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria; i) Sets up and monitors software and IT service performance measures using monitoring tools and services to monitor application in real time; j) Carries out service desk support functions including issue tracking and escalation procedures, disseminating information regarding planned outages and/or implementation of changes impacting production services; k) Offers advice to users on the most suitable hardware and software for different tasks; maintains and enhances software; l) Drafts training materials and conducts training sessions and demonstrations of systems for users;

ii). Provide systemic support to the effective implementation of the Platform's work programme and main meetings: a) Develops and maintains user guidelines, work flows, templates, and checklists; b) Sets up and maintains the project management tool to support effective planning and monitoring; c) Monitors, analyses and evaluates the implementatio of tasks; d) Updates on progress and suggests necessary changes on an ongoing basis;

iii) Support the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. a) Reviews and analysis based on information generated from the database of all relevant data of the Platform; b) Reviews, analyses and presents statistical data and other information based on information provided by the project management monitoring tool, and IPBES databases and database systems;

Support the planning, coordinating and contribution to the preparations and facilitation of MEP & Bureau and Plenary Meetings. a) Maintains the events and meeting rooms databases; b) Provides meeting participants with timely information and support to attend and participate in meetings; c) Maintains document catalogue and document library; d) Caters for in-session changes to agenda, meeting room assignments, and meeting requirements; e) Timely provision of CVs and nomination information to aid in selection of nominated individuals.

High school diploma or equivalent. Post-secondary certification or courses in Information Communications technology, Information Management, Information Security or related programmes is desirable. Certification in project management, such as PRINCE2 or equivalent is desirable.

Expérience professionnelle

A minimum of seven (7) years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.
Knowledge and application of software life-cycle tools and procedures: usage of issue tracking (e.g. Jira) and source code versioning (e.g. Git) tools is desirable.
Experience configuring/building and maintenance of sites in Drupal 7 and/or 8 Content Management System is desirable.
Knowledge of fundamental web technologies and standards including HTML, JavaScript, and CSS is desirable.
Familiarity with Agile project management methodologies and tools, particularly Scrum, is desirable.
Working knowledge of SQL, open source systems, Office 365, Microsoft Teams and SharePoint management tools is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
