Result of Service

The ultimate result of services is the delivery of an evaluation report of the implementation of the UNEP/MAP Medium-Term Strategy 2016-2021, including an indicators-based evaluation, so that Contracting Parties become aware of the status of implementation of the MTS, achievements and challenges faced, and are enabled to provide feedback on the way forward.

Duties and Responsibilities

Background

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment's ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is for the Mediterranean Action Plan (MAP), Athens, Greece.

The Contracting Parties to the Barcelona Convention and its Protocols, at their 19th Meeting (COP 19, Athens, Greece, Athens, Greece, 9-12 February 2016) adopted the UNEP/MAP Mid-Term Strategy (MTS) 2016-2021 (Decision IG.22/1) “as the framework for the development and implementation of the Programme of Work of UNEP/MAP”. Through the same Decision, the Contracting Parties requested “the Secretariat to launch an independent evaluation of the MTS implementation in 2020 for the consideration of COP 22 in 2021, with special emphasis on the interlinkages with the objectives of the MSSD 2016-2025 and the UNEP/MAP EcAp-based Ecological Objectives.”

Furthermore, the Contracting Parties at their 21st Meeting (COP 21, Naples, Italy, 2-5 December 2019) through Decision IG. 24/2 on Governance “Approve[d] the Roadmap for the Evaluation of the 2016-2021 Medium-Term Strategy and the preparation of the 2022-2027 Medium-Term Strategy, as set out in Annex V to the present Decision;”. The roadmap provides the framework and suggested timeline for both for the evaluation of the current MTS 2016-2021 and the preparation of the new MTS 2022-2027; the latter being based, inter alia, on the evaluation of the current MTS.

It should be noted that during the current biennium, two other independent evaluation processes are also mandated to take place, namely the mid-term evaluations of the Mediterranean Strategy for Sustainable Development 2016–2025 and of the Regional Action Plan on Sustainable Consumption and Production in the Mediterranean. As noted in Annex II of COP 21 Decision IG. 24/3 on these evaluation processes, the “MSSD and SCP AP mid-term evaluations will inform the preparation of the MTS 2022-2027, the three processes being expected to go in parallel following a transversal approach based on common methods/tools”.

Following the above, the UNEP/MAP Coordinating Unit-Barcelona Convention Secretariat needs the services of a consultant/regional expert for the independent evaluation of the implementation of the UNEP/MAP Medium-Term Strategy 2016-2021, under Activity 6 of Key Output 1.1.2 of the UNEP/MAP Programme of Work and Budget 2020-2021 (PoW).

Tasks

Under the overall guidance of the UNEP/MAP Coordinator and Deputy Coordinator, the consultant will work under the supervision of the UNEP/MAP Programme Officer (Governance) and will be responsible for the overall task of the independent evaluation of the UNEP/MAP Medium-Term Strategy 2016-2021, including an indicators-based evaluation.

Specific tasks

1. Prepare an inception report with a detailed work plan and timetable;
2. Perform a desk review of the MTS and Programmes of Work of the relevant period (including indicators/deliverables) and related UNEP/MAP documents (list to be provided by the substantive office);
3. Perform a desk review of the main international / regional evolutions of the last 5 years related to sustainable development (such as the implementation of the UN 2030 Agenda for Sustainable Development/SDGs, the CBD post-2020 Biodiversity Framework, the implementation of the Paris Agreement, relevant UNEA resolutions, the implementation of global Multilateral Environmental Agreements in the Mediterranean, the relevant work of the IMO, the IPBES process, relevant EU processes, as well as processes of main partners, such as UfMS, FAO/GFCM, WWF, IUCN, etc.);
4. Hold consultations with the Secretariat, including MAP Components as appropriate;
5. Hold consultations with Contracting Parties and stakeholders, as appropriate;
6. Prepare annotated contents of the evaluation report;
7. Elaborate baseline values and populate the MTS indicators (based on each biennial PoWs);
8. Assess the extent of achievement of targets (at the level of strategic outcome);
9. Assess financial implementation of the MTS;
10. Prepare first draft evaluation report, including financial implementation and inputs from initial online consultation;
11. Prepare second draft evaluation report, to include comments of the Bureau / MTS Steering Committee;
12. Prepare final evaluation report, including comments from second online consultation.

Qualifications/special skills

Competency: Very good understanding of the global and regional evolutions related to the environment and sustainable development of the Mediterranean in the last 5 years is highly desirable;

Working experience on ocean governance matters is desirable;

Very good understanding of the UNEP/MAP system, its structure and operation is highly desirable;
Skills: Good knowledge of office software is required;

Knowledge of gender mainstreaming issues is highly desirable.
Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in international relations, environmental sciences/engineering, law or other relevant political or social science areas is required;
Experience: At least 7 years of relevant professional working experience is required;
Language: Fluency in English is required; fluency in French is an asset;
