Org. Setting and Reporting

This position is located in the Strategy, Planning, Accountability, Results and Knowledge Section (SPARK) former Programme Planning & Technical Cooperation Section (PPTCS) of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The Section focuses on promoting dynamism and innovation in the ESCWA business model and medium-term strategy. It is the focal point for the Annual Results Framework and related applications. It leverages the evaluation function to serve as a basis for organizational learning processes, focuses accountability on the attainment of results, and ensures ESCWA operational excellence through risk reduction and change management processes. The Section oversees the broader knowledge management and dissemination processes of ESCWA, including the Regional Knowledge and Data Hub (MANARA), and forges strategic partnerships to establish ESCWA as a development knowledge source in the region.

The Programme Assistant reports to the Chief of SPARK.

Responsibilities

The Programme Assistant provides reliable assistance in the coordination of programme/project planning and implementation activities and basic research support. Demonstrates understanding of the context of programmes/projects and issues in assigned area, and uses increasing independence in processing of work and follow-up actions. Produces accurate reports, records and/or data, put together with only general guidance. Consistently applies appropriate policies, guidelines and procedures. Effectively, and in timely manner, liaises and interacts with colleagues and concerned parties internally and externally.

The Programme Assistant will be responsible for the following duties:

1 - Acts as ESCWA focal point for Enterprise Risk Management, regularly updating the risk register and dashboard by consulting with risk owners and stakeholders.
2 - Assists in planning and designing internal evaluations, subprogrammes, DA and XB projects.
3 - Assists in preparing and updating evaluation annual work plans in line with OIOS and UNEG standards.
4 - Supports the collection of documents, stakeholder lists and case studies for each evaluation.
5 - Maintains, updates and validates the roster of evaluation consultants.
6 - Acts as Strategic Management Application (SMA) planner by entering projects and programmes, updating them and monitoring.
7 - Provides assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives.
8 - Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics.
9 - Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
10 - Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
11 - Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages.
12 - Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
13 - Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
14 - Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
15 - Provides guidance and training to new/junior staff.
16 - Performs other duties as assigned.

Education

High school diploma or equivalent.

Work Experience

A minimum seven years of progressively responsible experience in programme or project administration, technical cooperation or related area is required.
At least three years of demonstrated experience in Enterprise Risk Management (ERM) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language of ESCWA. For the position advertised, fluency in oral and written English and Arabic is required.

Assessment

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

In addition, evaluation of qualified candidates will include assessment(s) and a competency-based interview.

Special Notice
