Org. Setting and Reporting

This position is located in the United Nations Integrated Stabilization Mission in Mali, with duty station Bamako. The incumbent reports directly to the Office of Special Representative to the Secretary General (OSRSG). The Special Assistant to the SRSG , Political Advisor, will be First Reporting Officer (FRO) and Chief Mission Support Center (MSC) is the Second Reporting Officer (SRO).

Responsibilities

Within delegated authority, the Associate Administrative Officer, P-2 will be responsible for the following duties:

Reporting
•Responsibilities for reporting , processing and analyzing data concerning the activities related to G5 Sahel support:
•Maintaining accurate database of relevant information regarding funds, procurement, personnel and consumables/supplies related to G5 Sahel support.
•Provide daily, weekly, monthly and quarterly qualitative and quantitative updates on operational and logistical support


Budget and Finance
•Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes.
•Using Umoja, monitor budget/work program with respect to Headquarters’ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary.
•Supports the implementation of procedures and systems for implementing the appropriate financial database. Follow-up pending entitlements, payments and claims.
•Contributes to the development of budgetary guidelines for own unit.

General Administration
•Drafting relevant Interoffice Memorandums, external correspondences such as Facsimiles and Code Cables;
•Supervises support staff as required.
•Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software (Umoja) and systems).

Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A certificate in data base management or knowledge in database management is desirable.

Work Experience

A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
