Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA) is a regional treaty aiming at achieving favourable conservation status of the populations of migratory waterbirds. The AEWA Secretariat is administered by UNEP and is responsible for advancing the agenda of the Agreement and supporting the implementation of its provision in close cooperation with governments, UN entities and other organizations. This post is located in the UNEP/AEWA Secretariat (Science, Implementation and Compliance Unit) at the Bonn duty station and will report to the Head of Unit.

Under the supervision of the Head of AEWA’s Science, Implementation and Compliance Unit, and the overall supervision of the Executive Secretary of AEWA, the Programme Management Officer (PMO) will perform the following functions:


1. Serves as the Coordinator for the inter-governmental AEWA Lesser White-fronted Goose International Working Group on behalf of the UNEP/AEWA Secretariat; organises and facilitates meetings; develops, implements and evaluates projects and activities including monitoring of implementation; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

2. Coordinates the development and implementation of the species action and management framework under AEWA: facilitates the development, revision and/or retirement of AEWA International Species Action Plans (ISAPs); coordinates the development of relevant criteria and guidance in consultation with the AEWA Technical Committee; facilitates and coordinates the establishment of AEWA International Species Working and Expert Groups and oversees their operations (including meeting organisation, i.e. agenda development, participant identification, preparation and review of documents and presentations and meeting facilitation).

3. Coordinates budget and funding activities in relation to priority AEWA International Species Action Plans (fundraising, programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (donor agreements, small-scale funding agreements, work plans and project budgets) in cooperation with donors and implementing partners. Administers, prepares and monitors the budget and financial cycles of various project activities, including UMOJA administration.

4. Assists with the overall policy development under the Agreement as part of the input delivered by the Science, Implementation and Compliance Unit: provides substantive support to the AEWA Technical and Standing Committees (TC and StC) as well as the AEWA Meeting of the Parties (MOP) including the preparation of various written outputs (Draft Resolutions, decision documents, background papers, reports and inputs to publications).

5. Assists with the recruitment of new Contracting Parties to the Agreement.

6. Represents the UNEP/AEWA Secretariat at international and national meetings, workshops and other fora, as assigned; provides expert guidance and makes presentations on assigned topics/activities.

7. Performs other duties as required.


• Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Knowledge of key issues related to the conservation of migratory birds is beneficial. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • Planning & Organising: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


Advanced university degree (Master’s degree or equivalent) in law, political, environmental or natural sciences or in a related field is required. A first-level university degree in combination with two years qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management, environmental or nature conservation policy, conservation biology, environmental management, or related areas is required.
At least two (2) years in an international environment is required.
Experience working with Multilateral Environmental Agreements, national governments and stakeholders within the international conservation community is desirable.
Experience working with intergovernmental processes, particularly as a coordinator or a networker, is an asset.
Working experience with Enterprise Resources Planning Systems (ERP), is an asset.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.


Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Special Notice

This is a project post. The position is available for an initial period of one (1) year and may be subject to extension. Please note that extension of the appointment is subject to a satisfactory performance review, extension of the mandate and/or the availability of the project funds. The anticipated duration of this project is 3 years, which commenced on 1 January 2020.
