Org. Setting and Reporting

This post is located in the African Union Partnership Team (AUPT) in the Office of the Assistant Secretary General for Africa, in the shared Single Regional Political Operational Structure of the Departments of Political and Peacebuilding Affairs and of Peace Operations (DPPA-DPO). The incumbent will be under the overall supervision of the Assistant Secretary-General for Africa and the direct supervision of the AUPT P-5 Senior Political Affairs Officer.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

· Gathers, selects and analyses information contained in communications and publications received from different sources, including the press.

· Maintains up-to-date knowledge of events relating to the cooperation between the Departments of Political and Peacebuilding Affairs and Peace Operations and the African Union Commission and the sub-regional organizations in Africa in the areas of prevention, management and resolution of conflict on the continent

· Keeps abreast of latest trends and developments in Africa, particularly related to the African Union, and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.

· Provides technical and substantive back up in the implementation of mandates of the Office for Africa.

· Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters related to the UN-AU cooperation.

· Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations.

· Selects, classifies and stores in computerised databases information relating to potential disputes and conflicts involving assigned countries or region.

· Participates in fact-finding and other missions to countries within assigned area of responsibility.

· Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions related to the cooperation between the UN and the AU in the areas of peace and security.

· Prepares meetings of the SG/DSG/USG with officials from countries under the Organization's purview.

· Proposes, develops and coordinates programmes and projects to ensure the timely implementation of the Ten-Year Capacity-Building Programme for the African Union Commission in the areas of peace and security as well as the Silencing the Guns project of the African Union

· Performs other related duties as required.

Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.
Experience on peace and security issues related to Africa is desirable.
Experience in supporting senior officials is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
