Org. Setting and Reporting

This post is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office of the Director for Coordination and Shared Services enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Finance and Budget Assistant position is under the general supervision of the Finance and Budget Officer.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions

Responsibilities

Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:

BUDGET

• Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements with regard to the Department's extra-budgetary resources.
• Supports the Finance/Budget Officers(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Finance/Budget Officer(s).
• Prepares pre-commitments, commitments, purchase orders and assists staff from substantive offices in the preparation of travel requests and travel expense reports in Umoja. Prepares travel on behalf of/for meeting participants.
• Creates shopping carts for Consultancies and contracts and creation of service entry sheets for related settlement of payments. Prepares requisitions for low value payments.
• Requests the creation of business partners for vendors, providing inputs for creation and update of HR mini-master for consultants.
• Researches/compiles data and other information required by the Finance Budget Officer(s) in the review and analysis of relevant proposals.
• Assists the Finance/Budget Officer(s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
• Reviews requisitions for goods and services in Umoja to ensure correct funds have been charged and the availability of funds and assists the Finance/Budget Officer(s) with the creation of unreleased and released budgets as approved by the budget committees.
• Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting requirements by donors.

• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
• Maintains and keep up-to-date files.
• Provides administrative support to the Head of the organizational unit and/or Finance/Budget Officer(s), as required.
• Performs other related duties, as assigned.

Education

High school diploma or equivalent is required

Work Experience

A minimum of five years of experience in finance, budget, accounting, administrative services or related area is required.
Experience in word processing applications such as Microsoft Word and Excel is required
Experience in an enterprise resource planning (ERP) system, such as Umoja (SAP) is required
Experience with Trust Funds is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nations language is an advantage

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview

Special Notice

This position is available for one year with possibility of extension, The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
