The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Established in April 2012, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) has a membership of over 130 Governments (see www.ipbes.net) and seeks to respond to the needs of governments and other stakeholders to strengthen the science-policy interface on biodiversity and ecosystem services.
This post is located at the IPBES Secretariat, provided by UNEP, at the Bonn duty station. Under the direct supervision of the Administrative Officer, IPBES, the incumbent will be responsible for the following functions:
BUDGET:
•Prepare supporting documents (narratives and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
•Assist managers in the elaboration of resource requirements for budget submissions.
•Undertake research and provide support to Programme Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
•Monitor expenditures and compare with approved budget/ prepare adjustments as necessary.
•Review requisition for goods and services to ensure correct objects of expenditure have been charged and ensure availability of funds.
•Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Verify accuracy of input of budgetary data, ensuring consistency of data in previous allotments to new allotments issued.
•Co-ordinate with other finance and budget staff on related issues during preparation of budget reports.
FINANCE:
•Review incoming payment instructions with regard to banking details and sources of funds and prepare payments for final disbursement.
•Create receipts and deposits for all incoming funds. Check weekly contributions and ensure deposits received are booked correctly. Create project structures, revenue grants and accurately link to the expenditure grants
•Monitor and notify payees of status of payments. File and maintain accurate payment records
•Assist adminsitrative assistants, programme management officers, adminsitrative and finance officers and donors and relevant third parties regarding queries on payment and deposit-related issues.
GENERAL ADMINISTRATION
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. •Maintain and keep up-to-date files.
•May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. •Performs other related duties, as assigned.
Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse
and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Ability to identify
and resolve data discrepancies and operational problems; Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Completion of High school diploma or equivalent is required. Supplementary training in administration, finance, budget, accounting or related fields is also required. Knowledge of, and ability to apply financial rules, regulations and procedures.
Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions. Ability to identify and resolve data discrepancies and operational problems.
A minimum of seven (7) years progressive working experience in finance, budget, accounting, administrative services or related area is required.
At least three (3), of the seven (7), years of work experience in an Enterprise Resource Planning (ERP) system is also required.
Experience with Umoja (SAP) fund management, grants and projects related modules, as well as business intelligence is desirable.
Experience with the United Nations system or similar international organization financial rules and regulations is desirable.
English and French are the working languages of the United Nations Secretariat. For the post fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
