Org. Setting and Reporting

This position is in Cluster 5: '2030 Agenda and SDG coordination' of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). Cluster 5 provides regional leadership on SDG policy advice, support, assistance and knowledge production to ensure the implementation and follow-up and review of the 2030 Agenda in the Arab region. The Staff Assistant reports to the Cluster Lead and/or delegated team/project coordinator.

Responsibilities

The Staff Assistant will be responsible for carrying out the following duties:

1 - Provides administrative support in managing priorities and work flow of the manager; coordinates and monitors multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products delivered in a timely manner.
2 - Handles a wide range of administrative duties/processes (e.g. leave, travel arrangements, visa applications, expense statements, service and supply requisitions and purchase orders, conference room bookings, procurement activities, budget reconciliation, business partners, interpretation recruitment, etc.); Global index requestor, CIC, catering and rental of equipment payments and travel administrator on UMOJA, Inspira and ESCWA Portal.
3 - Communicates with member States and regional organizations' officials (embassies and ministries) to coordinate the nomination and confirmation for participation in meetings, and follows up accordingly.
4 - Prepares budgets, rosters and payment sheets and ensures accuracy and timely payments to meeting participants.
5 - Attends meetings in and outside the duty station and provides administrative and secretarial services to the team as needed.
6 - Provides support throughout staff recruitment processes and ensures good handling of confidential information.
7 - Oversees work of junior office support staff; establishes priorities and deadlines, reviews outputs upon completion; guides and trains office support staff in administrative, protocol and other relevant procedures.
8 - Serves as a communications link between supervisor and senior staff; on behalf of supervisor, keeps others informed by conveying directives, reports, status updates and other relevant information; brings sensitive and urgent matters to the attention of the manager. Takes full responsibility for time management and scheduling on behalf of manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands.
9 - Screens and prioritizes correspondence, compiles relevant background documents and references; identifies issues requiring the manager's attention and refers others to relevant office for appropriate disposition; and follows up on actions to be taken.
10 - Establishes/improves administrative procedures and systems to ensure smooth functioning of the department, including filing (paper and electronic) systems.
11 - Performs other duties as assigned.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of progressively responsible experience in general office support or related area is required.
A minimum of three years of experience in drafting official correspondence and performing translation tasks from English to Arabic and/or vice versa is required.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in English is required. Fluency in Arabic is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Evaluation of qualified candidates will include assessment(s) and a competency-based interview.

Special Notice

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
