Cadre organisationnel

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Secretariat functions of the Convention are performed by the UNEP. This post is located in the Secretariat of the Minamata Convention in Geneva.

Responsabilités

Under the direct supervision of the Administratiave Officer, the incumbent is responsible for the following duties:

Budget:
•Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
•Assists managers in the elaboration of resource requirements for budget submissions.
•Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
•Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
•Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
•Assists the Administrative Officer in the issuance of allotments and related staffing table authorizations.
•Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
•Supports the Administrative Officer in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for
the attention of the Administrative Officer.
•Prepares periodic reconciliation of accounts and financial reports to relevant intergovernmental and expert bodies, and donors.. ii Prepares periodic reconciliation of accounts and financial reports to relevant intergovernmental and expert bodies, and donors.

Claims:
•Reviews, analyses and prepares payments to commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.
•Reviews the final financial reports submitted by the third-parties.

Treasury:
•Reviews the incoming deposits and sends instructions for application
•Assists staff members, the Administrative Officer and donors regarding queries on payment and deposit-related issues.
•Investigates complaints of non-receipt of payments and follow-up with the treasury.

General:
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
•Maintain and keep up-to-date files.
•May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
•Performs other related duties, as assigned.

Formation

Experience in project/grant management, budgeting, accounting, and financial management is essential. High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away. Familiarity with UMOJA, IPSAS and the financial management programmes/system used by the UN system is an asset.

Expérience professionnelle

A minimum of seven (7) years progressive working experience in finance, budget, accounting or related area is required.
Experience in project/grant management, budgeting, accounting, and financial management is desirable.
Familiarity with IPSAS and the financial management programmes/system used by the UN system is desirable.
Proven experience working with Enterprise Resource Planning (ERP) systems such as Systems Applications and Products (SAP) is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Appointment against this post is for an initial period of one year and may be subject to
extension. Appointment against this post is on a local basis. External candidates will be
