Result of Service

The research and written inputs provided by a consultant will contribute to the development of the high quality, accurate and practical guidelines to incorporating gender considerations into the NIPs action plans and implementation of actions for POPs management. The guidelines will assist countries that develop and implement NIPs to incorporate gender dimension in their efforts to enhance and strengthen the sound POPs management and will contribute to the sustainability of the interventions.

Duties and Responsibilities

-The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Knowledge and Risk Unit of the Chemicals and Health Branch gathers, compiles and analyses state of the art information and data, including through monitoring activities, inventories and assessments, to allow policy makers to make informed decisions on the sound management of chemicals and waste. Also, the Knowledge and Risk Unit promotes scientific approaches and knowledge for the sound management of chemicals including through implementation of UNEA resolutions.

Purpose/Justification

Development of National Implementation Plans (NIPs) for implementation of the Stockholm Convention is an obligation under the Stockholm Convention on Persistent Organic Pollutants for each Party. UNEP is undertaking activities to enhance national information exchange, capacity building and knowledge generation in order to facilitate the development of the NIPs.

Bringing gender issues to the forefront of the persistent organic pollutants (POPs) management is absolutely key as women, men, boys and girls are exposed to these harmful substances in different ways and to varying degrees depending on where they work and live. In addition to gender differences in exposure to POPs there are also differences in physiological susceptibility between men and women, girls and boys. Therefore, there is a need to take these differences into account when devising measures for the sound management of POPs so that the responses are tailored with gender aspects in mind.

In order to assist countries with ensuring that gender dimension is considered and incorporated along the entire process of NIP development and reflected in the set of actions and measures for POPs management to be implemented at national level, UNEP aims to develop practical guidelines to incorporating gender considerations into the NIP action plans development and NIP implementation. Therefore, a consultant is needed to support the research and drafting the guidelines to incorporating gender considerations into NIPs.

Qualifications/special skills

Academic Qualifications: Master’s degree in environmental studies, social and natural sciences, economics or similar is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience: --A minimum of 5 years practical experience in the field of gender equality and gender mainstreaming
--Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in strategies and action plans, especially in the chemical’s management area of intervention;
--Thorough understanding of the gender context at national and global level in the chemical’s management area;
--Familiarity with gender analysis tools and methodologies in the chemical’s management area;
--Experience with conducting desk research in the environmental and socio-economic science domain;
--Experience providing advice on gender integration and mainstreaming into the strategies and action plans;
--Knowledge of quantitative and qualitative research tools;
--Experience working in the context of International Organizations, particularly United Nations;
--Experience working in the context of Stockholm Convention National Implementation Plans is an asset.
Language: Fluent written and spoken English is required.
Knowledge of another UN language would be an asset.
