Cadre organisationnel

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $60+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in Risk and Compliance. The incumbent reports to the Deputy Director of Risk and Compliance through the Compliance Officer.

Responsabilités

Within delegated authority, the Senior Compliance Assistant will be responsible for the following duties:

• Assist and coordinate in calculating exposures on prohibited investments; private equity and real assets; examine exposures on fixed income portfolio by analyzing average credit rating.
• Assist Compliance Officer in coordinating with internal and external auditors on investment audit assignments by exploring front, back and middle office activities, control objectives and internal control best practices.
• Prepare independently charts, graphs and other outputs for compliance reporting purposes on an ad hoc or regular basis as requested internally and externally. ·
• Apply, test and executive programs specific for compliance testing applications on the basis of specifications provided.
• Monitor and assist in the assessment of the adequacy and effectiveness of the system of internal controls over various stages of the investment process.
• Analyze complex and/or unusual investment operations and help determine which OIM transactions are not compliant with the OIM Policies and Procedures.
• Verify the reliability of reported data and records supporting the investment process.
• Undertake research and provide support to the Compliance Officer in the evaluation of compliance risks associated with the Fund's investment activities and assessment of the adequacy of the OIM compliance procedures and guidelines, based on representative testing carried out during periodic compliance reviews of investment operations.
• Research and examine whether rules and regulations as regards investments operations, policies and related procedures, in particular, the OIM Investment Policies and Procedures are complied with.
• Research compliance issues as required by the Compliance Officer in the provision of independent advice to senior management and the Investments Committee.
• Prepare drafts required for compliance reports for senior management and/or the Investments Committee on OIM transactions. Prepare draft reports and/or letters in relation to the findings.
• Assist in the finalization of reviews of OIM's compliance and internal control policies to assure adequacy and effectiveness.
• Make recommendations to the Compliance Officer on appropriate follow-up procedures.
• Coordinate and request, at the direction of the Compliance Officer, information or other materials necessary 5%for reviews of adviser and other contracts concluded by OIM to ensure adherence with its provisions.
• Ensure proper filing and archiving of documentation.
• Perform any other duties as may be requested by the Compliance Officer.

Formation

High school diploma or equivalent.

Expérience professionnelle

A minimum of ten years of progressively responsible experience in investment compliance or information technology compliance within an investment management environment is required.
Experience with investment tools such as Bloomberg or equivalent is desirable.
Experience with PowerPoint, SharePoint and Excel are desirable.
Experience working with auditors is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

An appointment to the Office of Investment Management (OIM) of the UNJSPF additionally requires compliance with the rules and regulations pertaining to OIM's Code of Ethics, Personal Securities, Gift and Hospitality policies.
• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
• Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test.
• Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
