Org. Setting and Reporting

This position is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office of the Director for Coordination and Shared Services enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The position is under the general supervision of the Finance & Budget Officer.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties:

Budget preparation:
• Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarter (b) DPA-administered Trust Funds and (c) Special Political Missions (SPM's) as well as ad-hoc programme activities. Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
• Reviews, analyses and provides input into finalization of programme budget/financial implications to the Security Council statements in light of additional mandates.
• Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.


Budget administration:
• Monitors allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation and determines/recommends reallocation of funds when necessary.
• Monitors expenditures to ensure that they remain within authorized levels.
• Reviews all requisitions generated by the Reality system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Prepare and review financial reports to donors on use of funds
• Prepares relevant documentation with respect to budget performance submissions.
• Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
• Provides substantive support to intergovernmental and legislative bodies.
•.Provide expert advice to programme managers on correct procedures, interpretation of Financial Rules and Regulations.
• Prepare monthly reports on the status of allotments; monitor obligations/expenditures and review un-liquidated obligations.

General:
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
• Performs other related duties, as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related Area is required
Experience in trust fund management is required
Proven experience and skills in preparing and analyzing reports in ERP System is required.
Experience within the United Nations common system is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available until 31 December 2020. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
