Org. Setting and Reporting

This position is located in the Clinical Governance Section, Division of Healthcare Management and Occupational Health (DHMOSH), Office of Support Operations (OSO), Department of Operational Support (DOS). The incumbent will report to the Senior Medical Officer.

The Division of Healthcare Management and Occupational Safety and Health (DHMOSH) provides expert healthcare management and Occupational Safety and Health (OSH) services to all UN Secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York based agencies funds and programs, as well as providing strategic leadership of whole-of-system medical issues through the UN Medical Directors Network.

The Clinical Governance team is responsible for development and implementation of the Healthcare Quality and Patient Safety Framework, risk and performance management including adverse events reports, root cause analysis, clinical audits and performance benchmarking, patient satisfaction surveys ,oversight of clinics operation and PCC/TCC liaison.

Responsibilities

Within delegated authority, the Administrative Assistant will be responsible for the following duties:

Human Resources Management

•Initiates, reviews, processes and follows up on actions related to the administration of the section’s human resources activities. e.g. recruitment of staff and consultant.
•Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
•Monitors staffing table of the section and prepares relevant statistical data/charts.

Budget and Finance

•Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to Headquarters’ budget, extra budgetary, funds and procurement processes.
•Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
•Assists managers in the elaboration of resource requirements for budget submissions.
•Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures
•Prepares or customizes financial reports from UMOJA system generated reports.
•Co-ordinates with DHMOSH Administrative Officer on related issues during preparation of budget reports.

General Administration

•Drafts routine correspondence to respond to inquiries in respect to relevant administrative, financial audit, personnel matters.
•Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
•Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
•Assists in planning and coordinates meetings and training on Healthcare Quality and Patient Safety Standards for Member State and UN Medical personnel.
•Assists with administrative coordination of the project planning and management team.
•Assists medical officers in quality and patient safety reviews by requesting data from Peacekeeping Operations, AFP, Regional Commissions and Offices Away from Headquarters, creating process maps, scheduling interviews, and creating summary reports.
•Assists medical officers in performing clinical audits of UN related healthcare facilities around the world by creating process maps, scheduling interviews, and creating summary reports.
•Assists medical officers in assessing and advising on the claims for determining the permanent loss of function on mission incurred injury.
•Supervises two junior general service staff


Contract Administration

•Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
•Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
•Processes the payment of contractors' invoices and monitor payments.
•Prepares and processes all UN forms and permissions for consultants and UN staff: UN grounds passes, property passes, swipe-card access and door keys.

Education

High school diploma or equivalent.

Work Experience

A minimum of seven years of experience in administrative services, finance, accounting, audit, human resources or related area is required.
Experience in the use of Microsoft Office is required.
Experience in handling confidential and sensitive information is required.
Experience in drafting a wide variety of correspondence is desirable.
Experience in healthcare management is desirable.
Experience with financial modules of enterprise resource planning (ERP) such as Umoja or SAP is desirable.
Experience in assisting the preparation of the programme budget is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
