Org. Setting and Reporting

The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. The Programme Management Officer reports to Under- Secretary-General (USG) and leads the implementation, monitoring and evaluation of DSS operations, providing strategic advice and support to the USG.


Under the direct supervision of the USG and within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Provides oral and written advice to the USG regarding operational activities and policy, undertakes a preliminary review of policy and operational documents, before submitting them to the USG, researches, analyses and formulates solutions to existing and emerging policy and operational issues.
•Manages the day-to-day operations of the office, serving as point of referral on problems which require the USG’s attention; keeps abreast of all related issues, monitors and analyses project development and implementation.
•Organizes and prepares written outputs, e.g. draft background papers, responses, analysis, input into oral briefings, reports and publications, written statements and talking points, and provides editorial and substantive guidance on correspondence emanating from the department, in order to ensure style as well as substance are in line with organizational policies and direction; drafts correspondence as requested by the USG, including confidential correspondence, and receives and reviews communications on behalf of the USG and replies as appropriate.
•Analyzes, reviews and comments on relevant documents, reports and communications addressed to the USG; identifies problems and issues to be addressed and proposes possible corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Manages the research, planning, delivery and coordination of projects, as directed by the USG.
•Advises the USG in negotiations with Member States on security-related issues.
•Establishes and maintains effective high-level liaison with both internal and external stakeholders and with partners.
•Develops and maintains close working relationships with Departments, Field Missions, Agencies, Funds and Programmes and broader UN family/UN Country Teams.
•Prepares or approves drafts of statements and speeches for the USG on security-related matters.
•Leads and/or participates in large, complex USG field missions, to attend meetings or conferences, as required.
•Coordinates activities related to human resources for the Office of the USG, budget submissions and programme reporting related to the OUSG.
•Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, international relations, security, political science, law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration, international relations, security, political affairs, law, political sciences or related area is required.
Of these, a minimum of three (3) years of experience at the international level is required.
A minimum of one-year experience in the field is required.
Experience in policy analysis and development is desirable.
A minimum of two years of experience working in a front office environment providing substantive and administrative support to senior level UN officials, or equivalent in the government sector, is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is an advantage.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded through General Temporary Assistance (GTA) funding and subject to funds availability. Extension of the appointment is subject to extension of mandate and funding availability.
