Org. Setting and Reporting

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $60+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in Programme Administration, within the Operations Section of OIM. The incumbent reports to the Chief Operating Officer.

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties:
•Manages the full spectrum of programme delivery functions by taking the lead to develop, implement and evaluate assigned programmes/projects related to relating to OIM’s procurement, contract management, invoice accountability, budget preparation and monitoring, budget/expenditures related management information reporting activities as well as human resources and administration, etc.;
•Directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
•Plans and oversees the management of activities undertaken by the team; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the team by formulating policies and strategies for senior management.
• Serves as the Certifying Officer for OIM;
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
• Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises and coordinates the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. for governing bodies.
• Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. serves as focal point to high level committees and coordinates meetings and produces reports.
• Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.), including timely and accurate reporting to senior management.
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
• Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
• May perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration, human resources or related area is required.
At least five years of experience in programme management in a financial services environment is required.
At least three years of experience with budget preparation and monitoring is desirable.
Experience in financial resource management is desirable.
Experience in human resources management and workforce planning is desirable.
Experience using the budget module of an enterprise resource planning (ERP) system, such as Umoja, is desirable.
Experience coordinating high level committee meetings and producing reports for expert/governing bodies on investment related matters, is desirable.
Experience with public sector procurement and/or contract management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
