Duties and Responsibilities

Since 2008, UN Environment has played a catalytic role in developing and applying key global knowledge products to support countries in their transition to green and socially inclusive economies.

The Resources and Markets Branch (RMB) of UN Environment seeks to conserve the environment, reduce poverty, and promote sustainable development by enhancing the capacity of governments, businesses, and civil society to integrate environmental considerations into economic, trade, and financial policies and practices in accordance with integrated policy-making approaches of sustainable development. Within the Resources and Markets Branch, the Economic and Trade Policy Unit (ETPU) contributes to UNEP’s Sub-programme on Resource Efficiency by generating and disseminating knowledge, raising awareness, facilitating discussions, and forging strategic partnerships to advance a transition to inclusive green economies.

One of the projects implemented within ETPU is the GIZ/UNEP-implemented project “Enhancing low-carbon development by greening the economy in cooperation with the Partnership for Action on Green Economy (PAGE)”, in short “GET project”. It aims to improve knowledge and capacity, related to green economy approaches and instruments which are geared towards low-carbon development at the international level and in selected partner countries, including in Uruguay. As a contribution to PAGE, the GET project advises countries on implementing green economy measures within the context of national low carbon development paths.

Purpose

Uruguay has been one of the most actively engaged countries in the framework of the several phases of the GET project. Amongst other achievements, an Interinstitutional Working Group on Green and Inclusive Economy was created. The group was a major driver for Uruguay successfully joining the Partnership for Action on Green Economy (PAGE) in 2017 and is still an important platform for interinstitutional coordination and advancing the inclusive green economy agenda in Uruguay today.

In this context, a consultant is required to:
• support the process of further strengthening the Interinstitutional Working Group on Green and Inclusive Economy at national level
• support the network on Green and Inclusive Economy at subnational level (which complements efforts at national level)
• provide support to broaden the multi-stakeholder process (beyond the working group) on Green and Inclusive Economy in Uruguay
• prepare substantive briefing papers on outcomes of the interinstitutional coordination process
• provide organizational and project management support for the previously mentioned activities
• support media and communication activities

Specific tasks and responsibilities per outputs:

The consultant will be required to provide support for the following activities .
1) Support two workshops of the Interinstitutional Working Group (IWG) on Green and Inclusive Economy, which represent the 16th an 17th workshop in an existing series.

Planned meeting dates:
Workshop IWG #1: August 2020
Workshop IWG #2: November 2020

The organization of each of the Workshops involves:

• Formulate a concept note and agenda for the virtual IWG workshops, in collaboration with substantive office
• Identifying appropriate location for the workshop and providing logistical support
• Elaborating participant lists and assisting with management of invitations for the workshop
• Convening the workshop and supporting the facilitation and moderation of the workshop
• Supporting the preparation and documentation and follow up of the workshop
• Prepare and disseminate substantive briefing papers summarizing the outcomes of the meetings.

2) Support the meetings of the Subregional Directors Network on Green and Inclusive Economy.

Planned meeting dates:
Meeting #1: July 2020
Meeting #2: November 2020

This involves:

• Prepare proposals for the virtual meetings of the subnational directors network Designing workshop content and agenda, in collaboration with substantive office
• Identifying appropriate location for the workshop and providing logistical support
• Elaborating participant lists and assisting with management of invitations for the workshop
• Convening the meeting and supporting the facilitation and moderation of the workshop
• Supporting the preparation and documentation and follow up of the workshop
• Prepare and disseminate substantive briefing papers summarizing the outcomes of the meetings of the subnational directors network



3) Support the realization of a so called “Desayuno de trabajo” at subnational level

This includes:

• Designing workshop content and agenda, in collaboration with substantive office
• Identifying appropriate location for the event and providing logistical support
• Elaborating participant lists and assisting with management of invitations for the workshop
• Convening the meeting and supporting the facilitation and moderation of the event
• Supporting the preparation and documentation and follow up of the workshop
• Preparing briefing note of discussions

4) Support the organization of the Circular Economy Training of Trainers planed for August 2020.

This includes:

• Coordination, under the direct guidance from UNEP, with the National Development Agency (ANDE)
• Support communication with supporting experts
• Elaborating participant lists and assisting with management of invitations for the workshop

5) Convene additional meetings to support the technical follow up and preparation of workshops and the multi-stakeholder process in general (amongst other e.g. regarding green Jobs, sustainable tourism, economic instruments, GEVIP ). This includes a national-level and subnational closing workshop and the final event to close-out the series of multi-stakeholder consultations in Uruguay. The preparation of all these events involves agenda-setting, management of participant lists, facilitation of the event and reporting.
These meetings depend or demand of counterpart institutions and will be defined in close coordination with the substantive office.

6) Support, under the direct guidance from UNEP of the overall communication with stakeholders, including email exchanges or calls and participation in relevant events (activity cutting across all outputs)

7) Support, under the direct guidance form UNEP external communication activities, including (activity cutting across all outputs)

• Drafting texts
• Designing layouts
• Identifying possible media or communication channels
• Assisting in the dissemination of communication products

Qualifications/special skills

Academic Qualifications: University degree in public policy, social sciences, organizational behavioural sciences/psychology
Experience: Professional Experience:
• Strong knowledge of and experience in setting up and convening multi-stakeholder-processes / organizational and change management processes
• At least 4 years of relevant experience of working at the national and subnational level with government stakeholders and on processes related to interinstitutional coordination in Uruguay
• Proven knowledge of environmental and development policy in Uruguay
• Proven communication skills and demonstrated client orientation
• Prior engagement with international organizations and other development partners
Language: Excellent speaking and writing skills in Spanish are required.
