Result of Service

At the end of the assignment, the consultant should submit an analytical report that contains key information and findings from the analysis of the survey results that highlight the factors hindering hiring persons with disabilities in the labour market and including recommendations for better inclusion.

The assignment is for a period of 3 work months, spread over a period of 5 months.

Duties and Responsibilities

The international consultant will conceptualize and develop a model questionnaire, develop the methodology, analyze results, develop recommendations and present the findings in a summary report, which highlight factors that limit/ prevent hiring persons with disabilities in the three countries. The consultant will guide and supervise three national consultants, receive their findings and integrate them in the summary analysis and recommendations.

Specifically, the consultant will

• Draft the overall survey methodology to enable data/ information collection from respondents,
• Develop a structured questionnaire, to be used in the survey as well as in interviews, and possibly in focus group discussions; guide on how to record answers, and advise on the best methodology to use;
• Guide and help to identify factors that hinder the inclusion of persons with disabilities in the three countries;
• Guide the survey with the three national consultants, including on the questionnaire design, survey method, and sampling;
• Identify the target employers, in both public and private sectors, in each country in consultation with ESCWA and ILO and the national consultants;
• Develop appropriate sampling methodology that reflects type and size of enterprises and consult with ESCWA and ILO;
• Guide the pre-test of the survey with national consultants and refine/adjust the questionnaire and the survey procedure,
• Liaise with relevant Ministries, National Disability Councils, private sector institutions, syndicates, chambers of commerce, employers’ federations and other stakeholders in close coordination with the national consultants and ESCWA and ILO;
• Guide finding solutions to challenges and problems, propose solutions if applicable
• Guide and supervise the analysis of the results of the survey in the three countries;
• Ensure high quality of the survey procedures carried out by the national consultants;
• Receive the survey results of the three local consultants and verify information as appropriate;
• Draft a summary report of the country-level survey outlining the key factors hindering the hiring persons with disabilities, and the needed support from the public and private employers to recruit persons with disabilities;
• Present the result of the survey for each country in national stakeholder workshops as well as in a regional workshop;
• Receive comments from national stakeholders, ILO and ESCWA and incorporate changes as appropriate;
• Draft policy recommendations for each country to improve/ establish new approaches and measures that can effectively support the employment of persons with disabilities in public and private sectors and that can be designed within the national employment policies;
• Provide subsequent drafts of the regional report and recommendations if necessary.

Qualifications/special skills

Academic Qualifications: Advanced university degree in Social Science, economics, Statistics, mathematics or other related areas.
Experience: A minimum of ten years of responsible experience in statistics, sampling strategies, surveys and policy analysis is required. Knowledge of labour market policy and social inclusion is desirable. Relevant experience in the Arab region is highly desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Fluency in Arabic is desirable.
