Result of Service

A final report consisting of three chapters on: structural challenge and emerging issues faced by Arab LDCs in implementing IPoA and identify the Lessons learned ; humanitarian and development assistance provided by Arab countries to LDCs, as well as by regional and international community; and Challenges to national aid architecture in Arab LDCs (aid effectiveness and absorptive capacity). The report will be an input to a study that aims to provide comprehensive information on and analysis of progress in the implementation of the Program of Action for the Least Developed Countries (Mauritania, Somalia the Sudan and Yemen) for the Decade 2011–2020 (Istanbul Program of Action) over the past 10 years. In addition, the study aims to improve the understanding of Arab flows of ODA and will derive lesson learned in the support provided to the four (4) Arab LDCs during the last decade. By creating this common understanding, the study also delves on the basis for a renovated partnership to support the LDCs of the region in the next LDCs action plan.

The total duration of this assignment is two months starting with the date of signature of the contract and until 31 October 2020.

Duties and Responsibilities

Within delegated authority, each Expert will be responsible for the following duties:
1. Undertake a comprehensive assessment of the structural challenge and emerging issues faced by Arab LDCs in implementing IPoA and identify the Lessons learned from 10 years of implementing the Istanbul Programme of Action for the Arab LDCs / Mainstreaming the IPoA / Doha programme of action into national plans.
2. Assess and anlyze the Bilateral and multilateral Arab flows of ODA and lessons learned in the support provided for the Arab LDCs during the last decade.
3. National review and analysis of aid architecture in the four (4) Arab LDCs, with the country context, rules and regulations governing aid, previous experience and current problems and issues of aid coordination hindering resource mobilization in the country;
4. Taking into account countries’ current situation, the information collected and information on best International practices identify missing mechanisms in aid effectiveness of the country/countries;
5. Collect, Identify, analyze and synthesize the best international practices and lessons learnt from other countries, to best address the gaps in aid effectiveness area,;

Qualifications/special skills

Academic Qualifications: Advanced University degree in social sciences disciplines is required particularly in the area of development, political economy, governance. A first- level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree
Experience: - Have proven experience in policy formulation; preferably with experience working in a regulatory agency or policy-oriented research agencies or think tanks and on issues related to socioeconomic in the Arab region
- Relevant work experience in development, economic policy analysis, or governance;
- Experiences in the focus areas, especially as they are related to Arab Least Developed Countries (LDCs) Mauritania, Somalia the Sudan and Yemen or a similar context;
- Experience in quantitative and qualitative data collection methods and - analysis including literature review, surveys, focus group discussions, key informant interviews, etc.
- Have professional experience in the development of macro-prudential frameworks, instruments and tools.
- At least 10 years proven professional experience in the field of policy development
Language: For working purposes, an excellent knowledge of the Arabic and English languages, both written and spoken is required, Knowledge of other working languages of the UN is desirable.
