Org. Setting and Reporting

This position is located in the Software Products for Member States Unit (SPMS), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of Chief, ITS, and the overall guidance of the Director, DM.

The Software Products for Member States Unit (SPMS) is responsible for the development of sustainable and affordable enterprise IT solutions for Member States and specifically law enforcement, prosecutorial, intelligence, revenue and customs, regulatory, anti-corruption, drugs control and asset forfeiture and recovery agencies.


The Chief of Software Products for Member States Unit, will perform the following specific duties:

•Plan, conceptualize, develop and coordinate projects for the development and deployment of sustainable and cost-effective IT applications solutions and the making of these solutions available to key anti-drug and anti-crime government agencies of Members States;
•Coordinate or manage negotiations with government agencies regarding the development and deployment of applications; Present and introduce applications to government agencies and donors;
•Identify the need for new systems or modifications to existing systems; oversee the development of plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures;
•Define an end-to-end strategy that supports the strategic and operational objectives of the applications developed by the Unit;
•Establish and maintain relationships with key international, regional, and local intelligence and law enforcement bodies, anti-drug and anti-corruption bodies, technical assistance providers and donors;
•As a technical expert attend or contribute to meetings, training events, or seminars;
•Provide expert advice on complex systems analysis and design and oversee and coordinate responses to requests from users;
•Manage the Unit’s budget in coordination with other relevant units/sections through forecast planning, budgeting and total cost of ownership activities; Optimize the costs of services through a mix of internal and external resources and the establishment of strategic service provider partnerships;
•Track and monitor project progress against plans, requirements, quality measures, standard processes and the liaison with users on all aspects and during all phases of development and implementation;
•Supervise and coordinate the work of teams, guide and mentor staff and foster teamwork and communication among staff of the Unit and with the Unit’s partners; plan and oversee the activities of the Unit to ensure that programmed projects and outputs are delivered in a timely manner;
•Prepare inputs for the work programme of the Service, develop priorities and establish relevant ICT requirements in consultation with senior management;
•Coordinate the preparation of technical and user documentation, training materials and detailed technical presentations;
•Serve as coordinator in the development of Service Level Agreements (SLAs) between clients and ITS, for either specific IT services or general technology support, including any charge back mechanisms;
•Coordinate and manage the mission travel of team members to ensure good services provided to clients and oversee effective fund utilization;
•Perform any other work-related tasks as may be required.

Has knowledge of the management of technical cooperation projects. Is able to provide expert advice to senior management, counterparts and stakeholders on complex systems development and implementation and is able to present and clarify complex issues and difficult positions. Has knowledge of a range of computer languages and development paradigms. Has knowledge of organization's information infrastructure and ICT strategy. Is able to advise on and resolve major issues and problems related to systems design and development. Is able to guide and manage teams and staff. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently;

• Managerial Competencies:
Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.


Advanced university degree (Master's degree or equivalent) in computer engineering/science, information systems, management, mathematics, statistics or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional certification in computer and information systems and/or project management is desirable.

Work Experience

A minimum of seven years of progressively responsible professional work experience in planning, designing, developing, implementing, managing and delivering highly complex IT systems projects and disseminating best practices, including at the international level, is required.
Experience of leading and supervising project teams in a multi-project environment, as well as managing human and financial resources is required.
Experience in the management of technical cooperation projects is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.


Evaluation of qualified candidates may include a technical test and a competency-based interview.

Special Notice

This is an extra-budgetary post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
