Duties and Responsibilities

1. Background of the assignment:

UNICRI is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice.
UNICRI's goals are:
• to advance understanding of crime-related problems;
• to foster just and efficient criminal justice systems;
• to support the respect of international instruments and other standards;
• to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated CBRN approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.


2. Purpose of the assignment:

With specific reference to the project “Enhancing capacities to prevent the trafficking of radiological and nuclear material in the Black Sea region” the consultant will contribute to the implementation of project activities, aimed at identifying and sharing national best practice to devise, plan and carry out intelligence operations to thwart radiological and nuclear (RN) trafficking attempts.


3. Specific tasks to be performed by the consultant:

Under the supervision of the Head of Unit, the consultant will perform the following tasks:

• Carry out research on risks, legal framework, national inter-agency procedures and operations to combat illicit trafficking of RN material and technology in the Black Sea region;
• Supporting the development of training material on countering radiological and nuclear trafficking in the Black Sea region;
• Perform other job-related duties upon request.

Qualifications/special skills

Academic Qualifications: Advanced University degree (Master’s or equivalent) in the field of law, criminal justice, social sciences or similar field is required. Bachelor’s degree in combination with 2 (two) additional years of qualifying professional experience may be accepted in lieu of the Master’s degree.
Experience: At least five (5) years of working experience in the field of chemical, biological, radiological and nuclear (CBRN) security is required. Relevant experience in law enforcement, intelligence and/or regulatory bodies, connected to counter radiological and nuclear (RN) trafficking, is also required. Relevant experience in or with the Black Sea Region is highly desirable. Prior working experience in coordinating the work of different agencies in the area of nuclear security is desirable.
Language: Proficiency (i.e. oral and written fluency) in English and Russian is required.
