Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Crisis Management Branch (CMB) works to reduce environmental causes and consequences of disasters and conflicts and promotes environmental security and resilience to reduce disaster and conflict risks.

This work includes promoting and upscaling Ecosystem-based Disaster Risk Reduction (Eco-DRR), an integrated approach to promoting both sustainable and resilient development. The European Commission has recently approved funding for a project aimed at scaling up Eco-DRR at global and national levels in 13 countries. This Project will meet the growing demand from countries and communities to enhance resilience to disasters and climate risks and address the limited or lack of technical expertise for scaling-up Eco-DRR implementation. It will raise public and private sector awareness and mainstream Eco-DRR as part of institutional practices and programs. By doing so, the Project aims to catalyze increased public and private sector investments in Eco-DRR, thus scaling up Eco-DRR interventions at national, regional and global levels and advancing implementation of the above-mentioned global policy agreements. It will develop different “models” for achieving and demonstrating how Eco-DRR can be up-scaled, namely through:
• Leveraging large-scale national development and/or risk reduction programs in 2 countries (India and Philippines) to mainstream Eco-DRR principles and approaches in their program design and implementation, and thus demonstrating how Eco-DRR implementation can be achieved through such large-scale national programs or initiatives (Output 1);
• Demonstrating models for scaling up community-based Eco-DRR which will involve field level implementation across selected landscapes in 5 countries (Haiti, Ethiopia, India, Indonesia and Uganda) (Output 2);
• Mainstreaming Eco-DRR approaches and practices into local, national and global institutions implementing DRR, development and biodiversity programs as well as in private sector investments in 13 countries (India, Philippines, Haiti, Ethiopia, Indonesia, Uganda, Oman, Colombia, Guatemala, Mali, Kenya, South Sudan and Sri Lanka) (Output 3).

A Communications and Knowledge Network Consultant is required to support the continued maintenance of a Virtual Global Support Center (VGSC) which is the main knowledge hub of the Partnership for Environment and Disaster Risk Reduction (PEDRR). It has established a virtual community of practice, which we continue to expand among networking partners who are advancing the field of Eco-DRR practice. The VGSC also provides the platform for UNEP’s Eco-DRR upscaling project and for coordinating communications and lessons learned among project partners. Main responsibilities of this consultant include: i) daily management of the PEDRR secretariat, including the weekly newsletter, social media channels maintenance; ii) supporting and expanding the VGSC platform, including website maintenance and GIS-based analysis and map development; iii) promoting and supporting the UNEP Eco-DRR project and PEDRR campaigns that require public communications outreach, including social media campaigns; iv) supporting the development of a Massive Open Online Course (MOOC): Nature-based Solutions for Disaster Risk Reduction, which is expected to be launched by Q4-2020 and maintained for a period of one year.


i) PEDRR Secretariat activities: daily management of the PEDRR secretariat, including the weekly newsletter, social media channels maintenance;
ii) Virtual Global Support Center: supporting and expanding the VGSC platform and community of practice, including website maintenance and development, regional networks, expert roster and GIS-based analysis and map development;
iii) Eco-DRR project communications: promoting and supporting the UNEP Eco-DRR project that require public communications outreach, including social media campaigns and communications products;
iv) Massive Open Online Course: supporting the development of a Massive Open Online Course (MOOC): Nature-based Solutions for Disaster Risk Reduction, including supporting the coordination with MOOC producers and the course platform host.

Specific tasks and responsibilities

- PEDRR Secretariat activities:
i. Manage PEDRR Secretariat communications (weekly newsletter, social media, emails, quarterly meetings, mailing list maintenance)
ii. Undertake quarterly monitoring and evaluation of PEDRR social media, working against planned targets
iii. Implement Knowledge Management tools for the PEDRR Secretariat (tracking partner’s contact information, maintain filing system, organize google drive, create guidelines/ knowledge management best practices related to PEDRR Secretariat)
iv. Update PEDRR Secretariat Guidelines as needed.
v. Support organization of quarterly PEDRR webinars and Geneva-based events as needed, including designing fliers, social media cards and social outreach strategies to ensure broad dissemination;
vi. Support recruitment and oversight of PEDRR interns as requested.

- Virtual Global Support Center:
i. Oversee web developer maintenance and undertake minor edits of the PEDRR website; Quarterly regional updates from the Regional Eco-DRR Knowledge Hub focal points are developed and featured in the PEDRR website, including updating of GIS-based maps;
ii. Expand the experts’ roster database through periodic surveys;
iii. Oversee and coordinate the publication of the Eco-DRR monthly story pipeline for the Global Virtual Support Center
iv. Coordinate periodic Virtual EcoDRR library updates

- Eco-DRR Project communications
i. Revise Eco-DRR project communications strategy and implement the strategy to increase visibility of project achievements and donor visibility, including updating and posting project fliers and other communications products, supporting the layout of the Monthly partners newsletter
ii. Develop quarterly, concise performance reports (1 page) with lessons and recommendations in achieving the project communications strategy
iii. Update communications strategy for the end of 2020 and develop strategy for 2021.

- Support provided towards communications related to the development and dissemination of the Massive Open Online Course (MOOC)
i. Revise and implement the MOOC communications strategy and develop communications report on results/lessons/recommendations in order to reach a target of 100,000 registered participants.
More specifically:
ii. Receive training by MOOC platform in order to provide materials for uploading to MOOC platform and moderate MOOC dialogue platform, in coordination with technical experts;
iii. Coordinate communications between the MOOC platform host, the marketing and translator consultants, the videographer to ensure coordinated global social media outreach campaign.
iv. Support in documenting communication materials (photos and footage), tracking copy right documentation.
v. Review and consolidate MOOC platform evaluations and marketing consultants’ reports on outreach and lessons learned through brief quarterly reports.

Qualifications/special skills

Academic Qualifications: A relevant MSc degree in environmental management, geography, disaster risk management, international relations, communications, economics or a related discipline.

Experience: At least 3 years’ experience with social media, public communications, campaigns, information management in the field of environment, disaster risk reduction / disaster management, social media campaigns, layout skills, Geographic Information System and data management skills.

Language: English fluency and if possible, basic French and Spanish (official UN languages).

• Demonstrated professional experience in communications, social media campaigns, publications and other knowledge products, website development;
• Demonstrated experience in establishing information and data management systems;
• Demonstrated experience in communications with project partners in various cultural contexts;
• Excellent communications and computer skills.
• Layout and print ready skills (if possible).
• Geographic Information System skills (if possible).
