Result of Service

--Deliverables will help UNEP deliver its mandates on Green and Sustainable Chemistry Manuals, and Science Policy interface option paper, and inform decisions at IP4, UNEA-5 and ICCM5.
--Deliverables on project proposals and chemicals in products will support illustration of Green and Sustainable Chemistry, in relevant sectors, and support the development of UNEP’s work in relevant sectors, such as textiles and plastics.

Duties and Responsibilities

This position is home-based.

The fees of consultants and individual contractors are expressed in gross amounts. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local laws. --The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

--The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

--The Knowledge and Risk Unit gathers, compiles and analyses state of the art information and data, including through monitoring activities, inventories and assessments, to allow policy-makers to make informed decisions on the sound management of chemicals and waste. The Unit executes projects and covers topics related to persistent organic pollutants, endocrine disrupting chemicals, and chemicals in products, among others. The Unit also addresses issues of concern highlighted by governments, such as antimicrobial resistance, and assists in implementing mandates received through the United Nations Environment Assembly (UNEA) on the GCO-II, sustainable chemistry and the Sustainable Development Goals.

This position is to support the preparation of reports, requested by Member States through UNEA-4 Resolution 4/8, namely 1) Manuals on Green and Sustainable Chemistry and 2) Option paper on Science Policy Interface


The consultant is needed to support the follow-up of UNEA-4 resolution 4/8, in particular to support the development of Green and Sustainable Chemistry Manuals: finalization of the Framework Manual, Executive Summary, and development of at least one Specific Manual, as well as supporting the research and planification of the work on green and Sustainable Chemistry. The consultant will also support the work related to Science Policy Interface, and to Chemicals in Products.

---Outputs/Work assignments---

(Include the final and intermediate results and outputs of services which should be measurable; performance indicators should allow for the evaluation of the results; include details as to how the work must be delivered (e.g. electronic submission, hard copy, etc.))

Quality and timely delivery of reports and peer-review processes to support UNEA-4 resolution 4/8, and prepare IP4, UNEA-5 and ICCM-5. More specifically:

Green and Sustainable Chemistry Manuals.
--Technical consultations organized.
--Background research for the development of tools, as well as research for the development of 2 specific Manuals (on education and industry) undertaken.
--Design, and layout of the Manuals closely followed up with the designer
--Research and monitoring of Green and Sustainable Chemistry events and summary of the main outcomes per event conducted to support the planning of the work programme on Green and Sustainable Chemistry.

--Assist compiling and inserting comments to the report, and preparing relevant presentations and additional documents, ahead of UNEA-5, on the topic of science-policy interface.
--Support with the following up of the design and layout of the report, with the designer.
--Support with technical briefings, prepare presentations and outreach materials, organize agendas and follow up with partners.

Chemicals in Products.
--Support with drafting and updating text for the presentation of work on Chemicals in Products, and awareness raising material for UNEA-5, SAICM IP4 and ICCM5.
--Support linking innovation under Green and Sustainable Chemistry, and its contribution to Chemicals in Products.
--Support organization of meetings and bilateral exchanges with key stakeholders in the textiles, buildings, toys and electronics sectors.

Background research on GSC specific manuals, roadmaps and illustrative GSC examples - 1 month
Peer review on GSC Framework manual organized - 1 month
Chemicals in Products – at least one consultation meeting organized with meeting notes and summary - 1 month
Linkages between GSC and Chemicals in products identified - 1 month
Briefings and events on Science Policy, and other UNEP reports as needed, organized for UNEA-5 and IP4 - 1 month
Documents for IP-4 on Science Policy and Green and Sustainable Chemistry prepared - 1 month
Technical briefings organized on UNEP reports - 1 month
Awareness raising and outreach materials for ICCM5 designed - 1 month
Meeting and information documents for ICCM5 prepared - 1 month

The relevant outputs and related activities are delivered in line with the specific tasks, responsibilities and deliverables outlined below. A monthly report of accomplishments is also required.

Specific tasks and responsibilities
The consultant will support as per the timeline indicated above, including the following tasks:

--Assist in preparing for peer-review of Green and Sustainable Chemistry framework Manual. This includes support through background research, development of list of reviewers, answer sheet, revision of document to be submitted to peer-review, integration and response to comments received during the consultation phases, amongst other tasks.
--Support the research and the development of tools, for the specific Manuals.
--Prepare reports of related workshops and meetings.
--Assist in the follow up of the design, and layout of the Manuals, for timely availability at UNEA-5. This includes substantive suggestions for text and figures, follow up and review of designer proposals, final insertion and articulation with the Manuals.
--Develop and upload content on the website to promote the work on Green and Sustainable Chemistry and Chemicals in Products.
--Research and monitoring of Green and Sustainable Chemistry events and summary of the main outcomes, to support the planning of the work programme on Green and Sustainable Chemistry, conducted.
--Support development of project proposal on the use of green and sustainable chemistry in relevant sectors, such as plastics and textiles sectors.
--Compile and integrate comments received on the option paper for science-policy interface;
--Develop awareness raising and outreach materials, meeting and information documents available, and technical briefing organized, in preparation for IP4, UNEA-5 and ICCM-5.
--Develop presentations on UNEP reports, as required, to support IP4, UNEA-5 and ICCM-5;
--Provide inputs related to Chemicals in Products, for the forthcoming UNEP MTS.

Qualifications/special skills

Academic Qualifications: Master’s degree or equivalent in a field related to environment/health/natural sciences. Two additional years of qualifying work experience may be accepted in lieu of the university degree.
Experience: At least two years of relevant experience, in a field related to international chemicals and waste management, Green and Sustainable Chemistry.
Experience with the UN is an advantage.
Language: Fluent written and spoken English is required.
Knowledge of another UN language would be an asset.
