Org. Setting and Reporting

This position is located in the Sourcing Support Service (SSS) within the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Office of the Assistant Secretary-General, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, the Global Service Center, Aviation Safety Section and the Enabling and Outreach Service.

The Supply Officer, Rations, reports to a Chief within the Sourcing Support Service.

Responsibilities

Within delegated authority, the Supply Officer, Rations, will be responsible for the following duties.

• Develop effective and efficient sourcing solutions to satisfy client demand through the implementation of category management approach, focusing on collaboration and innovation.
• Provides effective and timely planning, oversight, management and coordination of supply support operations.
• Integrates and monitors the development of business continuity plans to ensure continuity of rations services in client entities by providing technical advice.
• Liaises with relevant technical subject matter experts in the United Nations system and client entities to conduct analysis of supply demand, in order to develop, execute and maintain a strategy for supply products and services in the rations category; coordinates day-to-day support of service delivery operations.
• Plans and coordinates supply support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions.
• Manages sourcing support operation, vendor performance, relationships with stakeholders and a service delivery catalogue focused on rations products and services through the UN Rations Scale and Standards.
• Negotiates with Member States for the provision of sourcing solutions for goods and services, including the establishment and maintenance of the UN Rations Scale.
• Undertakes detailed research and develops fit for purpose sourcing solutions to submit formal submissions/recommendations to senior management on clients’ demand for supply products and services.
• Develops response to contractual and legal issues pertaining to claims management.
• Identifies and implements improved contracts claims management processes and systems that directly affect all client entities.
• Manages review of market research and best practices in contract development, identifies areas for improvement, trains staff and adapts such practices to United Nation’s (UN) requirements.
• Develops, reviews, evaluates and upgrades policy and procedures for use by headquarters and client entities’ staff, including through collaboration with OICT and other stakeholders to manage the electronic Rations Management System (eRMS).
• Authorizes requirements for commercial procurement.
• Supervises assigned staff.
• May perform other related work as required.

Competencies

Knowledge of UN financial rules and regulations. Ability to provide technical and procedural advice on a broad range of sourcing-related issues. Education

Advanced university degree (Master’s degree or equivalent degree) in supply chain, business administration, public administration, engineering, law or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in project management is desirable. Certification in contract management is desirable. Certification in food or nutrition management is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in sourcing support services, administration, logistics, engineering, project management or related area is required.
Experience in rations management is desirable.
Experience in research and development of sourcing solutions within an international organization is desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
