Result of Service

The consultant will contribute to the implementation of the EU4Environment project and will support the following results:

• Market assessments and policy analyses of the eco-innovation landscape have been conducted in Georgia and Moldova alongside the national implementing partner, with technical guidance from the consultant. This will involve screening and developing an inventory of policy instruments and methods already available, and where eco-innovation could be mainstreamed (overall, as well as in particular sectors). This should also include recommendations to address specific policy gaps and identification of priority actions for a government roadmap on promoting eco-innovation in different sectors of the Georgian and Moldovan economies. The findings are presented at multi-stakeholder meetings in both countries.
• Technical inputs and guidance to SMEs in Georgia and Moldova has been delivered (using UNEP’s existing eco-innovation training materials). Subsequently (at least) 16 companies have gained the capacity to start practical implementation of eco-innovation in their daily operations, starting with revision of their business strategies.
• Technical inputs and guidance have also been delivered to institutions, trainers, experts or other relevant “service providers” for SMEs in Georgia and Moldova. The service providers have therefore been trained on eco-innovation and have the capacity to continue supporting local SMEs in practically adopting this approach, even beyond the duration of the EU4Environment programme.
• A regional event on the eco-innovation approach, methodology and best practices/case studies in all 6 EaP countries is organised. This meeting may take place in an on-line/virtual format, depending on travel restrictions.
• Cases, recommendations and lessons learned from the project have been documented for future use.

Expected duration

The duration of the assignment will be maximum 14 months, starting ASAP. This contract will be output-based, with estimated work time of 50% (i.e. 2.5 days per week).

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

This assignment is part of the EU-funded “EU4Environment” programme that aims to help six Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine) to preserve their natural capital and increase people's environmental well-being by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts. The EU4Environment project is contributing to UNEP’s Programme of Work 615.8 on “Supporting Countries to implement the Pan-European Strategic Framework for Greening the Economy”.

Under the EU4Environment project, UNEP is responsible for activities in various thematic areas. These are a) Green Economy ownership, policy coherence and cross-sectorial coordination; b) Sectoral investment planning and comparative cost/benefit analyses; c) Reforms in priority sectors; d) Awareness, education and public acceptance of Green Economy transition; e) Green Public Procurement and complementary tools; f) Strategic waste management through Extended Producers' Responsibility; and g) Ecological value-chains and product innovation.

A Consultant is required on a part-time basis to support activities related to the implementation of the latter component (Ecological value-chains and product innovation, hereafter “eco-innovation”) in Georgia and Moldova. The consultant will also facilitate a regional eco-innovation training and experience-sharing event involving the other EaP countries.

The consultant will work home-based (with possibility for international travel once travel restrictions are lifted), under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva and UNEP’s Economy Division in Paris. The consultant will also work in close coordination with EU4Environment national focal points in Moldova and Georgia, as well as those in other project countries, when necessary.

Specific tasks and responsibilities

• Prepare and deliver national eco-innovation trainings in Georgia and Moldova to train service providers, business and government on sustainable production/eco-innovation approach; and produce summaries of the outcomes;
• Guide, review and provide technical inputs to market assessments and policy analysis in Georgia and Moldova for selected priority sectors with high eco-innovation potential, in consultation with UNEP;
• Prepare materials, agenda, speakers and follow-up to a virtual regional meeting on eco-innovation;
• Support service providers in Georgia and Moldova in technical assistance activities, i.e. in assessing selected companies’ potential for eco-innovation and providing advisory services for development of new business model and strategy, including accompanying service providers at site visits at selected companies (on-site training of SMEs, assessment of potentials, costs and benefits, etc. following the UNEP eco-innovation manual activities);
• Review and provide technical inputs to the companies’ roadmaps on eco-innovation;
• Deliver 4 business case studies following a template; and
• Deliver a final report summarizing recommendations and lessons learned.

Qualifications/special skills

Skills: • Excellent understanding of technical topics related to sustainability of businesses (such as eco-innovation, sustainable production, resource efficient and cleaner production and environmental management systems) is required;
• Excellent communication skills, including development and delivery of trainings and technical presentations aimed at various stakeholders (i.e. governments, industries, academia and technical institutes) is required; and
• Excellent writing skills are required.
Academic Qualifications: • An advanced university degree in environmental management, industrial/chemical/ environmental/process engineering, or a related technical field.
• A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Experience: • At least 7 years of experience working with industry and private sector is required, including 2 years in environment management-related fields;
• Experience in providing technical advice on environmental management, eco-innovation, or related subjects is required;
• Knowledge of Eastern European and Caucuses countries is an advantage;
• Experience in working with and conducting trainings for small and medium-sized enterprises (hereafter “SMEs”) is an advantage;
• Experience in liaison with government officials is an advantage; and
• Knowledge of the UN System and EU-funded projects is an advantage.
Language: • Proficiency in communication and writing in English are required;
• Knowledge of Russian, Georgian and/or Romanian would be an advantage.
