Org. Setting and Reporting

This position is located in the Monitoring and Tools Section, Assessment, Planning & Monitoring Branch,Coordination Division, Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Humanitarian Affairs Officer reports to the Chief of Section.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

Supports OCHA's advocacy efforts to improve humanitarian funding and coordination among donors and implementing organisations by:
-pro-actively analysing financial information to draw attention to the evolution of resource mobilisation in the framework of the Humanitarian Response Plans and Flash Appeals and the Global Humanitarian Overview; and producing substantive, user-friendly information
-working closely with other sections in OCHA to support Appeals preparation to ensure accuracy, consistency and clarity of presentation of financial data.
-supporting/developing Financial Tracking Service (FTS) external partnerships with donors on financial information and analysis and evaluations of humanitarian funding innovations.
-overseeing FTS support to the CERF and pooled funds, including supervision of analyses of under-funded emergencies.

Provides overall strategic direction to further development and popularity of the Financial Tracking Service by:
-reviewing and implementing procedures to enhance data input (flow and format) from donors, Inter-Agency Standing Committee (IASC) members, and other sources of information.
-managing FTS staff in providing updated financial information on humanitarian funding for internal/external use
-planning and preparing FTS budget and work programme, including contracting outside services for FTS software design and improvements; pursuing opportunities for earmarked donor funding for FTS and reporting back to donors.
-proposing improvements of the FTS website and other functionalities and following-up on technical implementation in full synchronization with the other tools of the Humanitarian Programme Cycle.

Strengthens FTS capacity to track and analyse humanitarian funding in close collaboration with all essential actors by:
-establishing and maintaining partnerships with donors, IASC members, and international financial institutes (e.g. World Bank) and contribute to inter-agency and system-wide financing working groups and discussions.
-establishing and maintaining relations with independent institutions working on automatization of data processes and funding data analysis.
-Pro-actively seeking more complete information on humanitarian aid flows for recording on FTS, and establishing systems to reliably capture such data; reviewing data for quality, accuracy, timeliness and completeness.
-consulting IASC members, donors, and other humanitarian partners, identifying and making recommendations on improvements to the production and presentation of financial reports and data quality.
-contributing to studies on humanitarian financing in collaboration with the Policy Branch and/or other stakeholders;
-organising follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on IASC resource mobilisation strategies.
-ensuring appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, in particular on reporting of humanitarian contributions.
-designing, developing and delivering training modules on the humanitarian financing system and the use of FTS; providing coaching to OCHA staff (headquarters and field) to ensure understanding of the financial information, available tools, and presentation layout.
-enhancing the collaboration between FTS and field colleagues responsible for the FTS (FTS focal point).

Demonstrates substantial progress in FTS ability to track and analyze humanitarian funding, and enlarge its reach to better capture financial support to countries affected by humanitarian emergencies in close collaboration with all essential actors:
-serves as a senior policy officer; advise on overall policy direction on specific issues; and, more generally, reviews and provides advice on a diverse range of policy issues related to financial tracking and monitoring.
-monitors, analyzes and reports on policy and technical developments that improve analysis of financial flows in response to emergencies including humanitarian and others as needed.
-ainitiates and coordinates activities related to technical cooperation and technical assistance in financial monitoring and analysis.
-analyzes and assists in introducing new technologies for more comprehensive tracking and monitoring of financial flows.
-provides a way forward to reform the Financial Tracking Service, its processes and analytical capacity in support of larger processes on accountability, transparency and information quality.

Competencies

PROFESSIONALISM: Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related human rights issues, including knowledge of funding flows; conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response; demonstrated problem-solving skills and ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems; very good knowledge of region or country of assignment, including the political, economic and social dimensions; strong negotiating skills and ability to influence others to reach agreement; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system; demonstrated ability to complete in-depth studies and to formulate conclusions/recommendations; ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Education: Advanced university degree (i.e. Master's degree or equivalent) preferably in political or social science, international studies, public administration, economics or in a technical or other or other relevant field is required; a first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the above mentioned academic disciplines in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
Experience in preparation or handling of international statistics and proven skills in financial and quantitative analysis, including writing thereon for the public is required.
Three (3) years of recent field experience is required.
Relevant experience in the humanitarian financing system is desirable.
Relevant experience in appeal / strategic response plan preparation and training is desirable.
Technical experience in management and development of databases, websites, and/or software in general is desirable.

Languages

Fluency in English (both verbal and written) is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• The appointment/assignment is until 30 June 2021 with the possibility of extension, subject to availability of funds and mandate extension. The selected candidate is expected to start as soon as possible.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
