Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) , is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Nay Pyi Taw, the capital of Myanmar. The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages U-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States.

UN-Habitat has had a presence in Myanmar since the early 1990s and re-established a country office in 2008 and is supporting the Government of Myanmar in Humanitarian, Development and Peace Building through its programme of support in the areas of Urban Planning and Management, Community Driven Development and Recovery, Environment, Disaster Risk Reduction (DRR) and Climate Change and Pro-poor Housing Land. It works in collaboration with the Government Entities, UN agencies, NGOs, private sector and civil society organizations. UN-Habitat has long standing partnership in Myanmar with UN Environment Programme primarily in the areas of environment and climate change in Myanmar.

UN-Habitat and UNEP have helped the government of Myanmar in jointly implementing the first phase of Myanmar Climate Change Alliance (MCCA) which lifted the issue of climate change into the Myanmar’s development and reform agenda. Accordingly, the first phase successfully prepared Myanmar Climate Change Policy, Strategy and Master Plan in six sectoral priority areas which are formally adopted by the Government of Myanmar as its key policy instrument. Myanmar is currently preparing to implement its policy, strategy and master plans while the European Union is supporting Myanmar in its endeavor through UN-Habitat and UNEP into second phase of MCCA.

The Focus of the position is to lead on the implementation of the Myanmar Climate Change Alliance II (MCCA II). This position will represent UN-Habitat and UNEP in the Joint Programme Management Unit for the day-to-day implementation of MCCA-II. S/he will ensure that the visibility requirements of the UN and the EU are optimally addressed. All formal reporting, however, is within the duty of the UN-Habitat Country Programme Manager.

The Team Lead (TL) is a substantive expert, providing the team with substantive direction and support specifically, the TL will be the person in-charge of the project recruited team in the Joint Programme Management Unit, along with a Government counterpart based in the Environment Conservation Department of the Ministry of Natural Resources and Environment Conservation (MoNREC). The incumbent of the position reports to UN-Habitat’s Country Programme Manager in Myanmar. In accordance with the Project Document (Description of the Action, Budget), the TL will liaise with UNEP on UNEP-lead activities. Within delegated authority, the Team Leader will be responsible for the following duties:


•Developing, implementing and evaluating assigned programmes/projects, etc.; monitoring and analysing programme/project development and implementation; reviewing relevant documents and reports; identifying problems and issues to be addressed and initiating corrective actions; liaising with relevant parties; ensuring follow-up actions.
•Performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Researching, analyzing and presenting information gathered from diverse sources.
•Coordinating policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
•Generating survey initiatives; designing data collection tools; reviewing, analyzing and interpreting responses, identifying problems/issues and preparing conclusions.
•Organizing and preparing written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Providing substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Initiating and coordinating outreach activities; conducting training workshops, seminars, etc.; making presentations on assigned topics/activities.
•Leading and/or participating in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinating activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparing related documents/reports (pledging, work programme, programme budget, etc.).
•Performing other related duties as required, for smooth implantation of the programme as per the programme description, workplan and budgetary frameworks.

Advanced university degree (Master's degree or equivalent) in a relevant field of environment, social sciences, public administration and management, environmental engineering, business management, sustainable development, development planning or a related field is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management in environment-focused programmes is required.
At least three (3) years of relevant experience in complex climate change programmes in developing countries in desirable.
At least one (1) year of relevant experience on integrating climate change into development planning in developing countries is desirable.
Experience implementing country-level or organizational environmental policies, guidelines and standards is desirable.
Experience in developing and/or implementing international environmental programmes involving various partners, clients and social actors is desirable.


English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of French or another official United Nations language is an advantage.
