Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors,analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework
and catalyses action and increases global awareness to reduce disaster risk working with U.N.Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the Supporting and Monitoring of Sendai Framework Implementation Branch of the UNDRR, based in Bonn. The incumbent reports to the Chief of Branch.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties and responsibilities:

• Leads the monitoring process of the implementation of the Sendai Framework at the global level and its analysis ensuring that the Sendai Framework Monitor works effectively and is well maintained at all times and that the technical guidance, training and tools provided to Member States and intergovernmental organizations for reporting purposes is easily accessible, useful and up to date. Leads the provision of support to Member States on the availability of and access to disaster loss databases and engages with Regional Commissions and DESA’s Statistical Division to ensure the development of a framework of DRR-related statistics and the engagement of National Statistics Offices.

• Engages with relevant partners, including the UNFCCC located in Bonn to develop and implement the organization’s strategy for ensuring close alignment and coherence between disaster risk reduction and climate change adaptation in support of the achievement of the sustainable development goals. Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.

• Directs substantive support to consultative and other meetings, conferences, etc., proposing agenda topics, identifying participants, preparing documents and presentations, etc. Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. Coordinates preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

• Under the supervision of the Chief of Branch, Supporting and Monitoring Sendai Framework Implementation, works closely with the Risk Analysis and Reporting Section to support the development of inputs for the Global Assessment Report (GAR) and GAR Special Reports related to the status and analysis of trends of disaster risk reduction based on data available in the Sendai Framework Monitor and other information gathered from diverse internal and external sources;

• Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions

• Serves as an effective spokesperson on Sendai Framework Monitoring and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

• Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.

• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.), as required.

• May perform other duties as required

Education

Advanced university degree (Master’s degree or equivalent) in public or business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Advanced university degree (Master’s degree or equivalent) in sustainable development, climate change, disaster risk reduction is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area, building strategic alliances and partnerships, or policy development, is required.
International work experience is required.
Experience in disaster risk reduction (DRR) is required.
Experience advocating with governments and other stakeholders on critical issues is desirable.
At least 8 years of working experience with the UN or other international organizations is desirable.
At least 5 years working experience in DRR or climate change is desirable.
Experience in the preparation of substantive reports involving research and analytical work on DRR, sustainable development or climate change is desirable.
At least 5 years of experience in supervisory functions is desirable.
Experience working in geographically dispersed teams is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English is required. Knowledge of German is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
