Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend. These species are a unique component of the world's biological diversity, most vulnerable because of their migratory behaviour and in need of care by all the countries through which they migrate. CMS provides the special instruments for their appropriate conservation and sustainable utilization. The Convention fits into the system of international treaties dealing with the conservation and sustainable use of biological diversity. It provides the whole range of measures from transboundary research and monitoring of species, their linkages with resident plant and animal species, strict protection of habitats and restrictions of taking from the wild of animals of endangered species, through appropriate conservation and shared utilization of species which have an unfavourable conservation status.

The position of Associate Programme Management Officer is located in CMS in the Bonn duty station. Under the general supervision of the Executive Secretary of the UNEP/CMS Secretariat and the day-to-day supervision of the CMS Head of Avian Species Team, the incumbent will be responsible for contributing to the work of the Avian Species Team, and for contributing to the overall work of the CMS Secretariat. This will include the following.

Responsibilities

1) Contributes to the implementation of Conference of the Parties (COP) resolutions and decisions and Convention on Migratory Species (CMS) Memoranda of Understanding (MoU) relating to avian species, including but not limited to through assisting in the coordination and support of the activities of Task Forces and Working Groups, e.g. the Task Force on addressing Illegal Killing, Taking and Trade of Migratory Birds in the Mediterranean Region (MIKT), the Energy Task Force, the Land birds Working Group and the Preventing Poisoning Working Group, as well as in servicing the MOUs on the Aquatic Warbler, High Andean Flamingos, Middle-European Great Bustard, Siberian Crane and Southern South American Grassland Birds.

2) Contributes to the preparation and running of meetings of the Conference of Parties and meetings of CMS Subsidiary Bodies, including to the drafting of background documents, and assists in conceptualizing, organizing and servicing of CMS intergovernmental meetings, technical workshops and events on avian issues.

3) Carries out basic research on selected aspects of avian conservation issues, programmes, operations and other activities from diverse sources, and contributes to the preparation of various written outputs, e.g. analytical notes, sections of reports and studies, inputs to publications, etc., based on the information gathered.

4) Contributes to resource mobilization efforts of the Secretariat as relevant to avian related initiatives, and assists in maintaining key partnerships, in establishing new ones, and in promoting synergies, including with the Secretariats of Agreement on the Conservation of African-Eurasian Migratory Water birds (AEWA) and the Raptors MOU.

5) Supports the preparation of relevant communication materials on avian species.

6) Performs other duties as required.

Education

Advanced university degree in environmental studies, biology, ecology, zoology, environmental law, or a related field is required. A university degree in environmental studies, biology, ecology, zoology focusing on avian species and ecosystems is desirable. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.
Experience in working on international avian issues (transboundary, regional or global levels) would be desirable.
Familiarity with the work of CMS would be desirable.

Languages

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French or Spanish is desirable.

Assessment

Evaluation of qualified candidates will include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
