Result of Service

The consultant will work remotely and deliver the activities under PAGE in Kazakhstan and Kyrgyzstan and under the UNDA SPP project in Kazakhstan and Uzbekistan and will support the following results:

Under PAGE activities in Kyrgyzstan and Kazakhstan:
1. Overall coordination as UNEP co-lead agency of PAGE activities in Kyrgyzstan;
2. Coordination of the PAGE activities implementation in Kyrgyzstan and Kazakhstan; PAGE annual reporting for Kazakhstan and Kyrgyzstan;
3. Presentation of policy support provided to Kyrgyzstan on Sustainable Public Procurement (SPP), in line with the National GE Programme of the Kyrgyz Republic;
4. Development of the economic and legal mechanisms for waste management in Kyrgyzstan;
5. Capacity building on elaborated economic and legal mechanisms of waste management in Kyrgyzstan;
6. Contribution (comments) to the ILO’s activity on Green Jobs Assessment Model prototype for Kyrgyzstan;
7. Contribution to the sections on municipal solid waste in the National Programme on Waste Management of the Republic of Kazakhstan;
8. Support in conducting initial analysis and consultations conducted on the feasibility of introducing SPP in Kazakhstan;
9. Participation in PAGE high-level green economy awareness raising event in Kazakhstan;

Under UNDA SPP project activities in Kazakhstan and Uzbekistan:
10. Support to the partner(s) in Kazakhstan in rolling-out the SPP approach: prioritization of the products for SPP pilot tenders, market readiness, SPP guidelines and capacity building;
11. Support to the partner(s) in Uzbekistan in rolling-out the SPP approach: preparation of the SPP status assessment and legal review.

The duration of the assignment will be maximum 11.5 months, starting on October 2020 and ending on September 2021.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

Partnership for Action on Green Economy (PAGE) is a response to the Rio+20 Declaration. It is an initiative by five United Nations Organizations: The United Nations Environment Program (UNEP), the International Labor Organization (ILO), the United Nations Industrial Development Organization (UNIDO), the United Nations Development Program (UNDP) and the United Nations Institute for Training and Research (UNITAR), to support countries in pursuing an inclusive, resource-efficient, low-carbon economy. The overall vision of PAGE is to contribute to the equitable and sustainable transformation of national economic structures in 30 countries, with the ultimate intention to achieve environmental sustainability, decent job creation, reduced poverty, and improved human well-being.

UNEP Europe Office jointly with UNECE and Green Growth Knowledge Platform (GGKP) implements UN Development Account project “Enhancing sustainable public procurement for the regional transition to inclusive green economy in Eastern Europe, Caucasus and Central Asia (EECCA)” (UNDA SPP project) (2018-2021) as part of PoW 615.8 “Supporting Countries to Implement the Pan-European Strategic Framework for Greening the Economy”, which aims to develop the capacity of selected countries in the EECCA region on sustainable public procurement (SPP)and strengthen the capacity of businesses to respond to public tenders with sustainability criteria.

In this context, UNEP seeks to recruit a Consultant to contribute to the UNEP's efforts in the implementation of the activities under PAGE and the UNDA SPP project.

Qualifications/special skills

Skills: • Excellent understanding of topics related to sustainable development and green economy (including sustainable production and consumption, sustainable public procurement, resource efficient and cleaner production and environmental management systems) is required;
• Project management and coordination skills;
• Excellent communication skills, be able to adjust communication style, content and tone to suit the audience, including development and delivery of trainings and technical presentations aimed at various stakeholders (i.e. governments, private sector, academia and technical institutes) is required;
• Teamwork skills: working collaboratively with other project team members with diverse cultural background to achieve project goals; sharing information; willing to learn from others, and able to work in multi-cultural environment; and
• Good writing skill is required.
Academic Qualifications: • Advanced degree in environmental management, economics, sustainable development, environmental studies, or social science;
• A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Experience: • A minimum of 10 years work experience in the management of projects for international field on environment / sustainable development at regional and international levels;
• Working experience in the field of green economy / sustainable consumption and production (SCP) /circular economy, including the application of SCP Policy into national planning agendas and application in the business sector;
• Working experience in Sustainable Public Procurement (SPP) issues is required;
• Working experience in the field of waste management, i.e. support to the countries in promoting sustainable waste management / environmentally sound management of waste;
• Knowledge of Central Asia countries is an advantage;
• Experience in liaison with government officials is required;
• Working experience in national government is an advantage; and
• Knowledge of the UN System, and other organization working on environmental issues at the global level is an advantage.
Language: • Fluency in oral and written English and Russian are required; and
• Knowledge of other language of the Caucasus, Eastern Europe, and Central Asia would be an advantage.
