Org. Setting and Reporting

This position is located in Bukavu with the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Finance and Budget Officer will report to the Chief of Section, Finance and Budget.

Responsibilities

Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:

•Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects.
•Provides support to programme/fund centre managers (Substantive and Support Sections) with respect to the elaboration of resource requirements for budget submissions.

•Analyses complex/unusual accounting transactions and open items in the accounting system and implements corrective actions
•Reviews and reconciles various clearing accounts, investigates erroneous/invalid entries and takes appropriate corrective accounting action.
•Advises and ensure that only valid year-end budget commitments confirming with established procedures are valid for carrying forward.
•Reviews and prepare data for the financial statements

•Monitors expenditures to ensure that they remain within authorized levels;
•Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
•Prepares relevant documentation with respect to budget performance submissions;
•Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Review and monitor cost recovery entries in close coordination with respective self-account units and service center.

General:
•Uses information systems to prepare and monitor budget plans and undertake financial transactions;
•Keeps up-to-date on documents/reports/guidelines related to Umoja, participates in testing and liaises with the technical team;
•Reviews project documents and budgets, ensuring compliance with United Nations policies and procedures. Acts as a approving officer
•Monitors and supervises the work of subordinate staff as required;
•Performs other related duties, as assigned.

Education

Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in budget, finance, administration, business administration or related area is required.
A minimum of one year of experience in the development or review of complex implementation of Enterprise Resource Planning programs is required.
Experience in use of ERP systems is desirable.
Experience in implementation of Accounting Standards, including International Public Sector Accounting Standards (IPSAS), is highly desirable.
Experience in advising senior management on budget related matters is desirable.
Experience in reviewing and monitoring Cost Recovery entries in close coordination with respective self-account units and Services Center is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is an advantage.
