Cadre organisationnel

Organizational Setting and Reporting Relationships: This position is located in the Population Unit of the Statistics Division of the Economic Commission for Europe. It focuses on population policy, specifically related to population ageing and inter-generational and gender relations. The Population Affairs Officer reports to a Chief of Unit.

Responsabilités

Responsibilities: Within delegated authority, the duties of a Population Affairs Officer will encompass the following:

•Provides support to intergovernmental processes on population issues, including preparing reports or inputs for reports, following the meetings and preparing summary reports, and assisting in the organization of panels and round tables.
•Undertakes analytical and organizational tasks related to the implementation of the Madrid International Plan of Action on Ageing in the region and contributes to the follow-up of regional and global conferences on population issues and towards better informed policymaking through research and policy discussion.
•Develops and maintains dataset on population policy information and country practices in mainstreaming population ageing.
•Drafts policy briefs and technical studies or research reports on population trends, population policies and their relations to social and economic factors in specific topical areas such as population ageing; population and development.
•Applies, adapts and, if necessary, develops methodologies for issue-specific population analysis.
•Reviews, evaluates and applies the results of substantive studies in the area of population ageing;
•Assists in the organization and servicing of high-level and expert group meetings, seminars, etc. on population-related issues.
•Attends international, regional and national meetings on population issues to present results of population ageing analysis and research; keeps abreast of developments in the field, gathers information, networks and holds discussions on population issues with colleagues in other institutions.
•Provides, as necessary, substantive support to technical cooperation projects in the area of population and development.
•Prepares briefing notes on population and development issues for senior staff.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s products.



Work implies frequent interaction with the following:
Colleagues and senior staff within Division; counterparts in other UN, regional and global international organizations
Middle level officials in government, academia and research institutions

Results expected: Accurate analyses of population ageing trends and their components, their demographic, social and economic causes and their social, economic and policy implications; assessment of population and development policies in both less developed and more developed countries, by applying sound analysis. Prepares reports and policy proposals that are useful to Governments and others; participates in technical cooperation activities that foster capacity building in recipient countries.

Formation

Advanced university degree (Master’s degree or equivalent) in demography, sociology, statistics, economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in population analysis and research or related area is required.
Good understanding of ageing issues and exposure to policy debates in the population ageing and development field relevant to the UNECE member States is desirable.
Familiarity with policy analysis methods as well as, experience in organizing high-level intergovernmental and expert meetings is desirable.

Connaissances linguistiques

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Notice spéciale

• This position at 50% is temporarily available until 31 October 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
