Org. Setting and Reporting

The position is located in the Integrated Office of the Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (henceforth the Integrated Office) for Somalia, in Mogadishu. The incumbent will be based in Nairobi, with frequent travel to Somalia and report to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC) in Mogadishu.
The Integrated Office comprises five entities, namely: Resident Coordinator's Office (RCO); Risk Management Unit (RMU); New Partnership Support Unit (NPSU), Community Recovery and Extension of State Authority and Accountability (CRESTA/A); and Prevention and Countering of Violent Extremism Unit (P/CVE). These entities are located in multiple locations in Nairobi and in Somalia duty stations (Mogadishu, Garowe, Hargeisa). The incumbent will oversee three UNSOM Units under the integrated pillar of the Mission, notably NPSU, CRESTA/A and P/CVE.

Responsibilities

•Formulates and implements the substantive work programme of the Integrated Office under his/her supervision. Oversees the management of activities undertaken by the Integrated Office, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office, and with other organizations of the United Nations System, as appropriate.
•Leads, supervises and carries out the work programme of the Integrated Office under his/her responsibility. Co-ordinates the work carried out by different work units under the Integrated Office and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
•Leads the provision of strategic guidance to the DSRSG/RC/HC and UN Country Team (UNCT) on effective, quality and timely UN support for the implementation of the 2030 Agenda through the Common Country Analysis (CCA) UN Sustainable Development Cooperation Framework (UNCF).
•Initiates, establishes and coordinates external partnerships and joint resource mobilization efforts for the new generation UNCF.
•Coordinates the Business Operations Strategy and develops business innovations.
•Leads the continuous strengthening of the UN Risk Management Systems.
•Manages and directs knowledge management and capacity development activities in and outside the UN System.
•Leads and coordinates overall management of the Integrated Office of the DSRSG/RC/HC to ensure efficient and effective substantive coordination support to the Integrated Office and UNCT and adherence to organizational policies and procedures.
•Supervises and provides guidance to a compliment of approximately 40 staff in multiple duty stations (Mogadishu, Garowe, Hargeisa, Nairobi);
•Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the UNCF and Joint Workplans; directs UNCF monitoring and evaluation (M&E) and reporting through UNINFO; guides preparation and provision of the annual One UN Country Results Report to the Government and other stakeholders;
•Ensures that the outputs produced by the Integrated Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Assists the DSRSG/RC/HC in preparing the work programme of the Integrated Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Integrated Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of geographical balance.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Integrated Office and across organizational boundaries.
•Leads and supervises the organization of meetings, seminars, etc. on substantive issues.
Manages the substantive preparation and organization of such meetings or seminars.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Represents the Integrated Office at international, regional or national meetings.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, sustainable development, education, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least ten years of experience in strategic planning, sustainable development policy, project/programme management, or resource mobilization in the context of development cooperation or related area is required.
Experience in post-conflict or transitional operations and management including work experience in post-conflict settings is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Special Notice

The position advertised is funded through extra-budgetary funds. The initial appointment is one year. The appointment or assignment and renewal therefore subject to the availability of the post or funds, budgetary approval or extension of the mandate.
