Org. Setting and Reporting

This position is located in the Field Technology Section (FTS) Office located at UNSOS Compound, Adden Adule International Airport (AAIA), Mogadishu – Somalia. The incumbent will be based in Mogadishu and reports directly to the FTS Chief, Operations Management Unit.

Responsibilities

Within delegated authority, the Information Systems Officer will be responsible for the following duties:

•Plans and implements all major IT and telecommunication systems projects mission-wide, monitoring the progress of the design, installation and commissioning of the various networks and systems;
•Develops plans for feasibility assessment, requirements specification, design, development and implementation of software applications, internet working systems;
•Develops technical specifications for procurement/contractual services, oversees technical evaluation of bids received, coordinates needs assessments for Information Systems, establishing of benchmarks and the preparation of statements of work and requests for proposals in coordination with the procurement office to establish and manage contracts;
•Keeps abreast of developments with the trending developments with regards to new technology in ICT and determines the need for testing/evaluating new products and technologies;
•Provides professional leadership, work direction, and mentoring coordinates individual yearly work plans for all staff within the Unit;
•Implement recommended strategies to address specific ICT connectivity and related training needs;
•Supervises the deployment, usage and redeployment of ICT assets mission-wide;
•Develops plans for feasibility assessment, design, development and implementation, including project plans, schedules, time and cost estimates; provides plans for set-up and operation of ICT infrastructure from start-up at local and wide area levels;
•Draft the disaster recovery plans and ensures appropriate planning and training of responsible team;
•Provides emergency communications capabilities in support of staff security, including effective coordination with other UN Agencies to maximise collaboration;
•Performs other duties as required.

Education

High school diploma or equivalent. Technical training in related fields and certification in PRINCE2 (preferred) or PMP is desirable. Certification in ITIL and/or ISO20000 is also desirable.

Work Experience

A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.
Experience in designing and implementing networks.
Experience working in a United Nations Common System field operation (inclusive of peacekeeping missions, Agencies, Funds and Programmes) or similar international organizations or non-governmental organization in a conflict or post-conflict setting is desirable.
Technical training in related fields and certification in PRINCE2 (preferred) or PMP is desirable.
Certification in ITIL and/or ISO20000 is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.

Assessment
