Result of Service

A PAGE 2020 Online Annual Report to be used by PAGE as a communications tool starting from the beginning of the year 2021 and present its results and achievements in an attractive and easily accessible manner.

Duties and Responsibilities

Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UNEP’s Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices. A particular focus of the Resources and Markets Branch is UNEP’s work related to Green Economy.

The Partnership for Action on Green Economy (PAGE) brings together expertise and guidance of five UN agencies (ILO, UNIDO, UNITAR, UNDP and UNEP) and eight funding partner countries to assist eighteen countries in their sustainable development. UNEP is providing secretariat services to this multi-year interagency programme. PAGE is currently supporting Mongolia, Peru, Senegal, Burkina Faso, Mauritius, Ghana, South Africa, Brazil, China, Kyrgyz Republic, Barbados, Guyana, Uruguay, India, Indonesia, Guatemala, Argentina, Kazakhstan, Thailand and Morocco in addition to a portfolio of global activities, including training programmes, knowledge sharing, and outreach and communication. Following the outbreak of the COVID-19 pandemic, the Partnership is directing is work towards assisting countries in a green economic recovery.

The Partnership, led by PAGE Secretariat, is developing its annual report for the year 2020, building on the successful release of its online annual reports in the past four years. The publication looks back at the results of PAGE’s activities in its partner countries. Presenting results in an online format helps PAGE more innovatively communicate its mission and achievements, as requested by funding partners. The interactive report will be used as a communication tool from the beginning of 2021 and feed into different outreach activities and events in the first quarter of 2021.

UNEP/PAGE Secretariat does not currently hold expertise for developing online tools in-house and needs to seek for external assistance.

This activity contributes to Outcome 4 (global outreach and knowledge sharing) of the PAGE Programme, and specifically Output 2 on global advocacy on inclusive green economy, outreach and communications.


Purpose

The purpose of this consultancy is to design and build PAGE’s 2020 Online Annual Report, including web-editing of text appropriate for an informed general public.Specific tasks and responsibilities per outputs:

The consultant will build a tool, that is adjusted with a low page-load time, use of internal linking, simple navigation, use of small blocks of text, optimized for mobile viewing conforming to the style guidelines of UNEP, the visual identity guidelines of PAGE and in a similar visual style than the previous Online Annual Reports (for 2016, 2017, 2018 and 2019). The report should be interactive, highlighting the PAGE results for funding partners and a broader audience and should build on the information provided by the PAGE Secretariat summarizing the programme’s global and country level work as well as a few cross-cutting themes.

The output will include the following elements for Report Design, Web-editing, and Set-Up.

4.1. Report Design:
• The design will include design of key interaction elements, colors, typography and the establishment of key content blocks.
• The design will be based on earlier annual report versions and include updated and additional pages.
• The report will include interactive infographics.
• The report should be fully design responsive, with appropriate layouts for mobile, tablet and desktop.
• The online report will need to integrate high quality imagery.
• The online report design should integrate the comments from two rounds of feedback from PAGE Secretariat.
• For a pdf/ creation of a simplified template to including all content and relevant images/charts and infographics in an easily printable format.

4.2. Content Integration:
• Content uploaded on online Report pages should be integrated from summary text and data provided by the PAGE Secretariat, aligning the design to be accessible for a broad audience.
• The text should present key data in a clear and interactive form (E.g. with infographics, charts, tables and graphs).
• Content management should be easily accessible for amendments and back end access be provided to the PAGE Secretariat.
• The content should integrate the comments from two rounds of feedback: one round prior to the publication of the draft report, one round prior to the publication of the final report. Communication should remain ongoing directly with PAGE Communications team throughout.
• The design should comply with Web Content Accessibility Guidelines (WCAG) 2.0 to AA standard.
4.3. Set Up:
• The design should be optimized for security and hosting capacity should be sufficient for a website with 99.9% uptime and medium levels of traffic.
• The design will be built in a way to maximize linkages back to the PAGE website and social media channels.

Qualifications/special skills

Academic Qualifications: Degree in Communication, Communication Design, Computer Science, Information Management or similar (Master or Bachelor combined with relevant work experience)
Experience: A consultant with a minimum of 2 years of experience in developing creative digital strategies and with proven professional experience synthesizing technical information for general audiences. Experience in recent years in the development of online interactive content related to not-for-profit or public organizations related to sustainability desired.
Language: Proven writing and editing skills in English at a Native or Fluent level.
