Result of Service

The consultant will support the Pollution and Health Unit in delivering the following successful products/services under direct supervision of the Programme Officer, Air Quality:
--Produce a mapping of UNEP’s work in the areas of Pollution, health and air quality
--Develop (1) a menu of services on air quality and on, (2) pollution and health
--Produce one (1) calendar of international events, two (2) factsheets, two (2) flyers, one (1) set of core messages demonstrating the importance of addressing pollution and health and improving air quality and the added value of UNEP in the area of pollution and health.

--Background
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Pollution and Health Unit, which is part of the Chemicals and Health Branch, leads the operationalization of the Implementation Plan “Towards a Pollution-free Planet” and provides a coordinating hub within UNEP for addressing environment and health nexus issues. The Unit also coordinates the Air Quality Programme of UNEP. In its coordination role, the Unit promotes a common narrative, enhanced visibility and prioritization of action to address pollution and the environment and health nexus to achieve the Sustainable Development Goals. The Unit also manages projects addressing knowledge and implementation gaps in air quality and environment and health and selected areas of pollution prevention.

--Purpose/Justification
The Pollution and Health Unit needs the services of an external expert to support its efforts to develop documents that will effectively communicate the knowledge and facts on pollution, and to prioritize action on pollution under possible Menu of Services. The consultant will be able to draw on the expertise of the team and will translate the technical content into documents that are suitable to respective audiences.

Specific tasks, responsibilities and deliverables
--Map UNEP’s work on air quality (will take the form of an excel table and a summary version in Word of maximum 10 pages) including in the areas of monitoring and assessment, clean air action plans, awareness and outreach as well as regional and global cooperation efforts;
--Map UNEP’s work (excel table and a summary version in Words of 10 pages maximum) including capacity building oriented projects and activities as well as scientific and technical information of relevance to pollution and health related issues;
--Develop two annotated outlines of not more than 4 pages each, based on the two mapping above, of 2 Menu of services that UNEP can offer to governments and UN country teams;
--Produce two draft versions of the Menu of services (Word version of 20 pages max each) and a final laid out version based on comments received upon in-house consultation
--Produce two (2) Factsheets and one (1) Flyer on Air Quality and its health and socio-economic impacts. This will include visual communication such as e.g. infographics.
-- Develop one (1) calendar of international events, one (1) set of core messages, one (1) flyer reflecting findings of reports on pollution and health, to be used as a basis for advocacy and resource mobilization purposes.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master’s or equivalent) in economics, political/environmental science, business administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: 5 years experience in environmental issues such as pollution or chemicals. Experience in research, editing of background materials and knowledge is required. Strong analytical and writing skills are required for this position, as well as experience in facilitating meetings (including virtual ones). Prior experience working in an international organization is desirable.
Language: Fluency in English is required. Working knowledge of another UN official language is desirable.
