The purpose of this consultancy is to support the implementation of the project for the development of an electric mobility project "Rapid implementation of the NDC (Nationally Determined Contribution) of Mexico". The objective of the project is the structuring of one to three pilot projects of electric mobility in public transport aligned with the objectives established in the National Electric Mobility Strategy of Mexico (yet to be published).

The consultant must develop the following activities in cooperation with the technical consultant and in accordance with the guidelines and work guide provided by the Project Manager of the United Nations Environment Program (UNEP), in consultation and collaboration with the General Directorate of Climate Change Policies in SEMARNAT (Secretary of the Environment and Natural Resources).

It is expected that the consultant has relevant knowledge and experience in the transport sector, so that he or she can offer advice to the corresponding national authorities; as well as developing and guiding the development of technical studies for the evaluation of the incorporation of public transport vehicles in the selected systems

This consultancy will be in coordination with a coordination consultant that will be responsible of the administrative support as well as guidance for the development of the methodologies, technical reports guidance, and full responsible for the stakeholder’s relationship.

Responsibilities and activities

Technical assistance

• Development of an operational, technological, economic and financial feasibility study for the incorporation of electric vehicles in the selected projects, as well as in the technological availability.
• Assist in the review, assessment and guidance of the energy analysis to be delivered by external actors.
• Modify the methodology for conducting Cost Benefit Analysis used to evaluate mass transportation projects to incorporate elements of accounting for the benefits of reducing emissions based on UNEP or SEMARNAT provided methodologies based on analysis to be delivered by external consultants.
• Design a feasible proposal for a business model and contractual structure that can be implemented through the current financial structure in the country for mass public transport systems in collaboration with the external consultant.
• Support in the evaluation and dissemination among relevant actors of the proposal for the incorporation of electric vehicles in the selected projects, in technical, technological, financial, economic and contractual terms.
• Holding workshops and meetings for the presentation of results and obtaining feedback on the proposals.
• Carry out a workshop aimed at federal, state and / or municipal entities interested in integrating electric or hybrid fleet in the transport systems of their cities.
• Management and dissemination of project proposals among funders and vehicle and charging infrastructure providers to look for serious vehicle and infrastructure offer.
• Create the contractual documentation for i) the acquisition or rent of vehicles, ii) the mix fleet operation concession, iii) the energy provision and iv) the vehicle import based on the external consultant
• Implementation of the UNEP methodology for accounting for emission reductions and their impacts on health benefits of projects, as well as the methodology developed by GIZ for SEMARNAT to measure other impacts.

Capacity building and knowledge creation

• Incorporate training and capacity building elements in the workshops to be held.
• Promote the involvement of the authorities in MOVE training activities.
• Provision of relevant documents to strengthen knowledge for the establishment of the conditions for the financing of electric public transport projects in the relevant institutions
The consultant will be responsible for:
• Collecting and processing the data necessary for the development of the aforementioned studies.
• Carrying out the interviews, meetings and workshops for generation of information necessary for the development of the aforementioned studies.
• Actively seek feedback from all sectors on the proposals to be created.
• Organizing the content of the national workshops, with special attention to the ideal involvement of all participants, taking into account the final objective of the workshop, and in accordance with the national UNEP office in México and its representatives.
• Meeting the needs of national authorities and provide technical advice when required.
• Observing national interests and priorities in the formulation of proposals, studies and conclusions developed.
• Attending meetings, calls, as well as guidelines and guides provided by the UNEP Project Manager as well as national UNEP office in México and its representatives.
• Complying with the deadlines stipulated by the regional coordinator.
• Attending and supporting the coordination process to strengthen initiatives from civil society and the private sector that promote an acceleration towards the transition to electric mobility
• Participating actively in the MOVE community of practice generating content.
• Encouraging participation and exchange of experiences and knowledge of government authorities, promoting leadership on issues in which they have progress.
• Not to disclose information derived from or related to this consultancy, unless expressly authorized by UNEP and SEMARNAT.

Duties and Responsibilities


The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Regional Office for Latin America and the Caribbean (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Electric mobility is a priority measure for the countries of Latin America and the Caribbean as a means to decarbonize the transport subsector and reduce dependence on fossil fuels. The transportation sector is responsible for nearly a quarter (23 percent) of the world's energy-related greenhouse gas (GHG) emissions and is growing faster than any other end-use energy sector. GHG emissions from transportation are expected to increase by almost 20% by 2030 and close to 50% by 2050 , unless significant action is taken. Limiting the increase in global temperature to less than 1.5 degrees Celsius requires changing this trend of transport emissions, which implies the development of an integrated ecosystem of electric mobility, encompassing several modes of transport, accompanied by a low carbon production of electricity and hydrogen, implemented with the broader principles of sustainable transportation. In Latin America, transportation accounted for 67 million tons of CO2e in 2015 .

The Latin America and Caribbean region has favorable conditions to advance in the deployment of electric mobility technology; the high installed capacity based on renewables, the intensive use of public transport buses and the importance of the transport subsector in the generation of greenhouse gases, which has led many countries to prioritize the transport sector in their Nationally Determined Contributions.

Mexico established the unconditional Nationally Determined Contributions of reducing greenhouse gases by 18% and black carbon by 83% by 2030 based on 2013 emissions in the transportation sector. The achievement of this goal is widely supported by the deployment of electric mobility nationwide. This year 2020, this goal is being revised and expanded.

In order to support the implementation of electric pilots in the country, it is necessary to contract a consultant in electric mobility to develop the results explained below. The incumbent will work under the supervision of UNEP Regional Coordinator for Climate Change and in collaboration with the General Directorate of Policies for Climate Change of SEMARNAT at UNEP Mexico Offices. The consultant will work 40 hours per week, from Monday to Friday, full time.

Qualifications/special skills

Academic Qualifications:
Master degree in engineering in transport, urban mobility, environmental or civil, economics, administration and finance related studies, or corresponding experience.

• At least seven (7) years of experience in transportation, urban mobility and / or climate change projects.
• At least three (3) years of specific relevant work experience in the transport sector, from the public and / or private sector and / or in the generation of public policies.
• At least two (2) years of experience in electric transportation projects.
• It is required experience on electric mobility technical studies development
• It is required knowledge of the transport, energy and / or environment sector and the related legislation at the national level.
• It is desirable experience in planning of public transport projects

• Fluent Spanish is required, both in written and oral skills.
• Fluent English is desirable, both in written and oral skills.

• Mature judgment and absolute commitment to confidentiality; ability to work independently and under pressure; take the initiative to judge priorities and organize work accordingly; excellent organizational skills, ability to multitask and attention to detail.
• Intermediate knowledge and ability to use the standard suite of applications (MS Office);
• Strong interpersonal skills and highly developed cultural sensitivity to communicate with all levels of staff and external clients, both orally and in writing;
• Knowledge of the national institutional political reality in relation to mobility
• Capacity for strategic relationship, communication skills, and planning and organization;
